**Job summary**:
As a key member of the CBR Safety team, the **Biological Safety Advisor (BSA)** is responsible for helping generate and promote a positive vision for Biological safety across Dstl.

The BSA will play a pivotal role as part of the CBR Safety Team, working with other BSAs and the Biological Safety Officer (BSO), in helping manage occupational risks from hazardous biological materials (including toxins) and animals across Dstl through the identification, development and delivery of effective preventative and remedial solutions. This includes advising staff involved in activities using up to Hazard Group/Containment Level 1 to 4, working with toxins and working with animals.
This will involve the use of a range of techniques both as an individual and through partnering with both the relevant Specialist Safety Authorities.

You will act as a competent person appointed under Regulation 7 of the Management of Health and Safety at Work Regulations 1999 for Biological and potentially GM safety issues.

**Job description**:
**In this role you will**:

- The direct provision of effective and timely advice to staff on the management of biological materials (i.e. pathogens (HG1-4) animals, toxins) and will encompass: the writing and review of policies, guidance, local rules, risk assessments, SOPs and reviewing control measures to ensure their effectiveness.
- As part of the team, advise Head of Safety, Division Heads and Chairs of relevant Safety Technical Authorities of any changes to relevant legislation, codes of practice or guidance that affect Dstl biological activities and to propose an effective course of action where necessary.
- The continued and ongoing development of the relevant sections of the Dstl Management System (as requested) through the BioSTA, or its sub-committees and working groups.
- Provide advice to staff on relevant regulatory licensing requirements and coordinate activities, with the BSO, to ensure all required statutory notifications are in place.
- Provide professional opinion on the suitability of facilities and to develop, agree and implement an effective risk based auditing and inspection routine of biological or other laboratory facilities (as required).
- As part of the team; review, design, implement and deliver (where required) an effective training programme for staff involved in activities using hazardous biological materials or working in biological facilities.
- Advise on emergency arrangements and plans for incidents involving biological materials, reviewing the adequacy of their testing and in the event of an incident to provide leadership and technical support to safely manage the effects of that incident.
- Monitor incidents relating to biological materials or their facilities, providing advice and trend analysis, to promote lesson sharing and learning across the organisation. Provide the technical lead for investigations into incidents involving biological materials as required.
- Working with the BSO, liaise with external agencies (including regulators and outside Industries) as is necessary, on behalf of Dstl
- Develop and maintain an understanding of national and international best practice in the field of biological safety.

**Person specification**:
**We are looking for someone who has**:

- Practical experience with working with biological materials (e.g. pathogens, or toxins), preferably in microbiological containment laboratories.
- A good understanding of COSHH Regulations and the principles of hierarchy of control specifically the use of primary and secondary containment systems;
- An understanding of the legal framework surrounding use of biological materials (e.g. GMO (Contained Use) regulations, SAPO, ACDP guidance etc.).
- A desire to motivate Dstl to be as safe as it can be when working with hazardous biological materials, or in containment facilities, and to showcase our abilities;
