This job role may be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station which is based on business assessment of where the work is best done) and working remotely.

**Job description**:
Resourcing within Fixed Connectivity (FC) is complex, both in terms of the People and the Processes. This role will manage the development and implementation of the Fixed Connectivity resourcing strategy as we move into the Service Executive Model.

The role will report to Head of Portfolio Integration Office (PIO) assisting with the development and implementation of robust project controls for resourcing, particularly how resource demands are triggered through Project On-Line; developing and implementing a ‘Front Door’ process to triage Sponsor commissioned Service demands at Portfolio level and act as the FC lead for Service Executive resource demands to ensure that the Service Executive has a clear understanding of the total resource demand for the portfolio.

Establishing an agreed resource pipeline for all service areas and change programmes and associated succession plans. This role will work hand in glove with the Service Owners to ensure timely onboarding of resources within FC, deconflicting as required with the Service Executive and managing the FC Workforce Plan accordingly to ensure resource demands are satisfied ahead of the associated ‘Need Date’.

Responsibilities include:

- You will support the Service Executive with Portfolio coherence across the Service Areas from a resource management and planning perspective.
- You will oversee and monitor demand and recruitment activity against the approved workforce plan, ensuring required governance is undertaken and that the Service Executive remains within the approved Work Force budget.
- Lead a small team that will be responsible for resource profiling & demand management across FC for all Service Owner and Programme Director resource demands, this includes deconfliction and setting priorities against the context of available funding and approvals across the portfolio.
- Service pipeline - Act as a gateway working with business areas to identify and categorise new Services, Service Improvements of significant change packages for entry to the FC portfolio baseline. Running a newly formed FC Front Door process to triage these demands within the FC portfolio via a ‘Decision Panel’, assembling returns and updating the FC Workforce Plan as changes are approved.
- Act as the custodian of the FC resource ‘Whole Life’ cost model working with Service Owners and Programme Directors to establish robust cost modelling that supports resource demand management for Civil Servants, Contingent Labour, and Manpower Support across the portfolio.
- Assist PIO clearing Service Executive daily priorities.
- Deputise for the PIO as required.
