**Job Title**:Event Safety Officer

**Reporting to**:Chief Operating Officer

**Based at**:
Rotherham United Football Club, New York Stadium, Rotherham, S60 1AH or any training ground used by the Company.

**Working Hours**:
The employee’s normal working hours are 24 hours a week (2 working days plus match days generally 24 hours a week) Cup matches will be returned in lieu. Exact hours will be agreed with the Chief Operating Officer to include days, evenings and weekends and matchdays.

**Purpose of Role**

To ensure, as far as reasonably possible, the safety of everyone attending events at Rotherham United Football Club in accordance with the Safety Certificate terms and Operations Manual. The post holder shall have no other duties on a match day, other than those involved in the execution of the role of Safety Officer.

**Key Responsibilities**

Assume responsibilities on behalf of the Club for the provisions of the Safety Certificate issued by Rotherham Metropolitan Borough Council and the Club’s Policy Statement on Spectator Safety.

Regularly review all stewarding at the Stadium and make appropriate recommendations to the COO for corporate consideration.

Act when required as the representative of the Club in regular consultation with South Yorkshire Police, South Yorkshire Fire and Rescue Service and South Yorkshire Ambulance Service, Rotherham Metropolitan Borough Council and The Sports Ground Safety Authority on matters associated with the safety and security of spectators.

Represent the interests of the Club and attend all Safety Advisory Group meetings.

Act as the Club Liaison Officer with the “Emergency Services” in the event of an unforeseen incident, ensuring that the COO is kept fully informed of any developments.

Evaluate the performance of the Deputy Safety Officer, Chief Steward, Stand Supervisors and any specialist Stewards and initiate any action that may be required.

Monitor stewarding levels on a match day to ensure effective and equitable distribution of staff commensurate with the Safety Certificate.

Liaise with the COO on any new legislation and match day safety related advice affecting the Club and arrange for implementation.

Be aware of the requirements of all Sports Grounds legislation, the Green Guide and other advisory documents, the Safety Certificate, the licence issued by the Sports Ground Safety Authority and ensure compliance.

Assume control on behalf of the Club on match days at the Stadium for spectator safety and security, acting in full co-operation with South Yorkshire Police.

Assume responsibility with the COO on behalf of the Club for the joint Statement of Intent agreed with South Yorkshire Police.

Ensure the club is aware of any actions required so that all conditions of the General Safety Certificate are fully complied with. In the event of any non-compliance for any reason the Safety Officer will inform the COO as soon as possible.

Attend and investigate any accidents that take place on match day. Document and submit accident reports obtaining necessary evidence to include maintenance of Accident Book.

Have an understanding of building regulations, fire risk assessment, and the Green (football) guide, together with FA, EFL and UEFA stadium regulations.

Match day liaison with all outside broadcasters (BBC/Sky etc) to provide working access for televised games.

Pre match visual inspection of stadium.

**Responsibilities - Pre Match**

In the days leading up to each event ensure that:
Any defects reported at the previous match have been rectified.

All ‘life safety’ systems have been checked/inspected and are working correctly. These include the following;
- The public address system
- The CCTV system
- The loud hailers
- Radio system
- Electronically operated doors
- Turnstile count
- Emergency phones
- Emergency lighting

Carry out a physical inspection of the ground to ensure that there are no hazards to spectators.

Undertake the required Risk Assessments in conjunction with the Stadium Manager, both generic and match specific.

Ensure liaison with the South Yorkshire Police, particularly in relation to information/intelligence relating to the match.

Enact effective liaison with SYP/CTSA and EFL to ensure counter terrorism measures are reviewed regularly and implemented.

Attend club pre-match meetings to ensure understanding of the issues around each individual game and make colleagues aware of any particular safety related matters.

Ensure attendance of sufficient stewards and steward management personnel. Also ensure all required emergency personnel will be in attendance at each game and inform the COO if there are any problems with this or any other critical matters relating to a particular match/event.
