Our Defence Infrastructure Organisation (DIO) Commercial Teams are based across the UK including Glasgow.

You will be required to work from this specific office on a hybrid basis (i.e.,40%/60% of your time office based), therefore you must consider if the above location is within a reasonable travelling distance before applying.

**Person specification**:

- Identify, develop and deliver project sourcing strategies, lead key initiatives with cross-functional teams and drive the decision-making process for commercial activities.
- Develop commercial relationships with suppliers, with a principal objective of achieving optimal cost and performance.
- Lead supplier performance management, including improving sustainability and social responsibility.
- Undertake end to end procurement and contract management, often in a NEC3/NEC4 environment.
- Fundamentals of sourcing and supplier engagement activities including tendering, based on 2-stage tender process, spend pattern analysis, contract analysis, bid evaluation, negotiations, and supplier consolidation in line with DIO processes and operating procedures.
- Provide guidance to internal stakeholders on commercial strategies, maintain procurement ethics, in accordance with DIO, MOD and wider Government policies.
- Lead a team of commercial officers, including being responsible for staff development, mentoring and support. Ensuring all required role-specific training is undertaken.
- Managing existing Clyde Frameworks, both for Contractor and Consultant support utilising CEMAR IT solution.
- Working closely with DIO PM to effectively manage in-flight contract compensation events, ensuring optimum VFM solutions.

**Essential Criteria**
- CIPS level 4 or willing to study to achieve this level within 2 years of joining.
- Will undertake travel to foreign and UK establishments on occasion.
- Strong analytical skills including the ability to quickly synthesize, distil and draw conclusions on large amounts of disparate data.
- Experience of negotiations.

Please be aware that as part of this role you must achieve a CIPS Level 4 and sit a MOD accreditation panel to have a letter of delegation (authority to place and amend contract on behalf of Defence).
