The Operational Capabilities Command (OCC) is a newly established command that will ensure that operational colleagues have the skills, capabilities, tools, and infrastructure which are modern, environmentally sustainable, fit for purpose and allow all our people to maximise their operational effectiveness.

As a delivery command, we will also provide centralised monitoring and response co-ordination. We have a highly skilled and capable workforce and recognise the importance of continued training and development and this command will act as the Immigration Enforcement centre of excellence for all training needs.

We want to deliver business functions in a more consistent manner to both deliver efficiency and enhance inter-operability across the Enforcement, Compliance and Crime (ECC) command, sustaining our operational priorities and programmes, now and into the future.

Our enabling functions are vital to ensuring that resources and business management systems operate effectively and efficiently.

You will also need to be resilient under pressure, versatile in responding to changing circumstances and tight timetables, and confident handling and responding to the needs of senior officials.

The role requires leadership of a fast-paced, high profile private office function. This will be a demanding but varied role and provides the opportunity of involvement in strategic and complex matters as well as work with senior leaders. You will be at the heart of a large operational command and will work with a broad range of colleagues and directly with senior leaders, including the Director. You will also input into policy delivery, transformation, and representational responsibilities to deliver Immigration Enforcement strategic priorities.

The team performs a number of roles including a Private Office function, project support and managing portfolios of work, and providing logístical and diary support.

The team also has a Secretariat function that covers a wide range of work including responsibility for coordinating and drafting submissions, Ministerial and Parliamentary briefing requests, media queries, correspondence, Parliamentary Questions and Freedom Of Information across Enforcement, Compliance and Crime.

The team is the first point of contact for a wide range of partners, including colleagues within wider Immigration Enforcement and the Home Office, Other Government Departments, Press Office, Private Offices, and external partners including National Crime Agency. The team will also provide a project support function for wider change and transformation projects.

**Person specification**:
As Head of the OCC Hub, you will be responsible for:

- Developing and continuous improving of the organisation structure and delivery.
- Co-ordinating and drafting submissions, Ministerial and Parliamentary briefing requests, media queries, correspondence, PQs and FOIs.
- Providing project support across risk, milestones and benefit mapping.
- Driving a culture that is inclusive, innovative and focused on providing an excellent service to our customers.
- Working with internal and external partners, including Ministers’ private offices and other gov’t departments, to ensure effective relationships and channels of communication are maintained.
- Defining job descriptions, objectives, targets etc for all staff and establish an operational excellence leadership culture that balances all aspects of performance delivery (productivity, quality and collaboration).
- Attending governance meetings as required on behalf of the Grade 6 or Deputy Director
- Providing effective management and development for all staff communicating a clear sense of purpose and direction and to champion our Making IE a great place to work.
- Contributing to engagement and communication plans and organising other events, such as away days, as necessary.
