The role of the Devolution Functional lead is to support the Scottish Government build their Fraud and Error Service and develop new ways of working to jointly tackle fraud and error in both administrations. The role also requires advising on technical and legal requirements and the agreeing of formal information sharing regarding Criminal Investigations and Surveillance, as well as collaborating on case management design. The post holder will also be responsible for ensuring anything deemed politically or commercially sensitive, or which is reputationally sensitive for DWP, is not shared.
**Job description**:
**As the Scottish Devolution Functional Lead, you will**:
Lead on influencing CFCD operational impacting and delivery of Scottish Devolution.
Proactively identifying new and emerging areas that require collaborative working with the Scottish Government, DWP Devolution Programme and CFCD Strategy & Policy.
Build excellent relationships with key stakeholders and represent CFCD in a professional and appropriate manner to enable effective decision making.
Provide a strong operational stakeholder voice where the transfer of welfare powers to the Scottish Government impacts on CFCD operations and objectives.
Influence effectively across boundaries identifying and jointly resolving issues.
Be the national single point of contact for operational delivery regarding devolved welfare powers for fraud and error.
Support Scottish Government Fraud & Error develop their strategies by sharing where appropriate CFCD operational knowledge, processes, experience and lessons learned.
Work alongside Service Design and Management and the Change Gateway to ensure an effective approach to change arising from devolution of welfare powers and impact on CFCD.
The post holder will, as part of their regular duties be required to liaise directly with all grades, to build and maintain effective working relationships including; Scottish Government, DWP/CFCD Policy, DWP Legal, Crown Office, DWP Scottish Devolution Programme, DWP Formal Agreements.
Participate and contribute to the Common Interest Criminal Investigation Test & Learn, negotiating and collaborating with key stakeholders and Social Security Scotland to design and test a process for a combined criminal investigation from referral to outcome of prosecution.
The post holder will report directly to the Grade 7 and provide regular updates to the full Senior Leadership Team.
