Team Purpose and role

Delivery & Schemes

Ofgem delivers renewable energy and social programmes on behalf of government - this is done through the Delivery and Schemes Directorate. These schemes are varied - covering renewable heat, renewable electricity, energy efficiency and fuel poverty - collectively, they are worth £9bn a year. And crucially, these schemes are critical to hitting our Net Zero goals and providing support for households.

Through this work, we ensure that consumers and participants get the support they need, without consumers and taxpayers paying more than they should be. A key aspect of this is investigating any concerns we may have with regards to compliance with the rules and obligations of the schemes by participants. Successful candidates will be deployed to support this work in our Heat Compliance Team which covers renewable heat schemes.

In the Heat Compliance team, our compliance activity involves investigating and resolving compliance issues relating to installations that have been picked up through our audit programme, counter fraud or operations work. The successful candidate(s) will lead a team and manage a team on high volume compliance investigations and be responsible for collating and assessing the necessary evidence, drawing on expertise from across the organisation.

They will be comfortable with navigating ambiguous and incomplete information, overcoming challenges to deliver at pace, and weighing up options and trade-offs to make robust decisions. They will be skilled in communicating complex issues in a clear and concise manner, including through written and verbal briefings for senior leadership, and will have experience of influencing various stakeholders to deliver their work.

Key Responsibilities and Outputs

Counter Fraud Case Management:
  • Leading or contributing to counter fraud activity in relation to scheme participants, producing high quality, timely, and robust analysis of trends and ensuring KPIs are met
  • Making evidence-based recommendations: identifying & escalating key issues as well as assisting in the management of risk.
  • Leading, organising and project managing significant pieces of project work, coordinating closely with colleagues across the directorate to understand the impact of your work in terms of resource and output.
  • Engaging with internal and external stakeholders to gather and document intelligence on fraud to inform investigation.
  • Build capability in the team by driving continuous improvement of our processes and practices, identifying, and embracing opportunities for change, and championing these across the team. Including processes and practices aligning to GovS013.

Stakeholder Management:
  • Effectively communicating the benefits, challenges, and trade-offs of potential risks and actions to senior colleagues.
  • Working collaboratively across team boundaries and engaging with key Ofgem functions, developing close links to manage risks and issues.
  • Representing Ofgem externally and building constructive stakeholder relationships to ensure challenges and issues are identified and resolved in consumers' interests.
  • Ensuring that guidance given to external stakeholders is accurate, legally robust and reflective of the relevant legislation.

Role Criteria

Essential
  • Experience of leading a team while managing high volume of Counter Fraud investigations. (Lead)
  • Experience of developing and embedded key counter fraud processes in line with the Government Counter Fraud Functional Standard.
  • Experience of interpreting and applying complex regulations, and processes to deliver effectiveinvestigations.
  • Excellent written and verbal communication skills that effectively communicate complex issues to non-expert audiences
  • Ability to build effective relationships and successfully influence challenging external stakeholders.
  • Ability to proactively prioritise, plan and schedule complex tasks, demonstrate problem solving skills, and deliver high quality outputs under time pressure. Able to monitor and report on progress as well assessing and managing risks.

Desirable
  • Experience or theoretical knowledge of renewable energy
  • Experience of conducting Fraud Risk Assessments and Fraud Loss Measurement activity.
  • Accredited Counter Fraud qualifications, for example ACFS.
  • Knowledge or experience of the schemes we administer on behalf of government.
