Main Responsibilities
You will deliver a proactive, asset management, architecture, and technological response to industry business drivers. Lead, guide and govern Telecoms Operations strategic decision making for positive value outcomes and business risk reduction through development of asset management, architecture, and technology strategies to deliver telecoms services.

**What will you be doing?**
- Lead and direct the creation of the Telecoms Architecture and Technology Roadmaps against which Network Rail can align its decision making on telecoms services including communicating the status and future strategy with customers and stakeholders to create a whole rail system architecture.
- Lead the Telecoms Operations Asset and Performance team to develop the asset plan (including associated maintenance, renewal and investment activity) and lead the development and management of the associated prioritised investment work bank, including reviewing investment papers for compliance to national requirements and participate in funding negotiations.
- Identify and champion well-formed business and telecoms service opportunities by analysing industry and technology needs to drive additional/new value in industry across a 5-year planning horizon, to guide investment decisions, enable successful delivery of business outcomes from technology enabled change and effective change management.
- Own and direct the long-term business planning model that; forecasts telecoms demand, the Total Cost of Ownership (TCO) to supply that demand, and the plan to optimise the Telecoms TCO.
- Engage the Technical Authority to embed telecoms strategy (through communication, influence and relationship building) across Network Rail, suppliers and partners for opportunities and alignment in technology and systems.
- Lead and direct Architecture and Technology teams (including current, target, transition state, patterns, reference architecture, principles, policy, standards) to govern and evolve telecoms Operations across the devolved organisation.
- Collaborate with internal stakeholders to imbed business process, data governance, operational technology and security across Network Rail and suppliers to improve end to end service outcomes.
- Lead and orchestrate the delivery of technology through Product Acceptance by shaping, sequencing, and prioritising change for maximum value of aligned business objectives and mínimal dependency friction.
- Lead a team of cross domain Architects and Technology Engineers to deliver value to Network Rail through ongoing communication and education for telecoms Operations architecture and its standards and patterns.
- Direct the development of analytical information and support from all functions within Network Rail to enable effective decision making and drive business improvement.

**Essential**
- Experience at a senior level in railway telecoms asset management, telecoms architecture, investment process, planning, design, and development
- Significant experience building effective relationships and dealing with executive colleagues and external stakeholders
- Excellent communication skills (verbal and written) to explain technical concepts to non-technical people including front line staff and senior business and technology leadership.
- Proven experience in strategic risk identification, assessment and management.
- Extensive experience of developing business cases and securing funding in the rail industry
- Ability to take a strategic view and consider business priorities over multiple control periods
- A deep understanding of all architecture and technology domains and the relationships between them.
- Substantial experience of the development of reference architectures
