**The Role**

The post-holder will join the existing AvSec Training and Human Factors team to undertake the following functions:

- the continuing development of mandatory regulatory training requirements for the aviation industry, which plays a key role in the delivery of effective aviation security
- leading and delivering specific training and human performance/factor projects in line with the strategic aims of the team
- quality assurance of internal training materials, courses, and assessments, to support the continued professionalisation of aviation security training
- the development and delivery of professional training for CAA auditors and other Avsec staff, including recurrent training
- the provision of regulatory guidance on training, human performance/factors, and security culture to CAA and DfT colleagues and industry stakeholders

The CAA provides expert advice and assistance to Government on the development of aviation security policy and regulation, and to the aviation industry on its delivery. It is also responsible for oversight and assurance of the effective aviation security by industry in the UK. Training and Human Performance/Factors play a key role in this: it forms an integral part of the regulatory regime, for example in setting down mandatory training and qualifications for security personnel and is increasingly recognised as one of the most important factors governing performance in the delivery of effective aviation security.

Ensuring that CAA AvSec staff in both the Compliance and Regulation teams are provided with high quality initial and recurrent training is vital to enabling AvSec staff to undertake their job roles effectively. The postholder will work jointly with the existing team to develop and deliver training to ensure maintenance and development of the professional competence of Avsec staff, including national auditors.

This post sits within the Avsec’ s Regulation Division but as part of a unified AvSec training team works very closely with the Compliance Division, as well as the Department for Transport.

**Core Accountabilities**
- Support to the ongoing development and delivery of the initial national auditors’ course, supported by the AvSec training team
- Ongoing development and delivery of recurrent training for staff in various roles in both the Compliance, Cyber and Regulation teams
- Supporting the Head of Training with the line management of the team
- Acting as SME for aviation security regulations (for training, human performance/factors, and security culture), including supporting the ‘business as usual’ regulatory activities of the team
- Highlighting to managers any areas where action may be needed, including where new risks are identified
- Provide accurate and timely ad-hoc advice on operational issues / queries to industry and colleagues in Compliance and DfT Policy teams, at times to tight deadlines
- The provision of risk assessments for regulatory change, including supporting evidence-based research
- Leading on aviation security training projects in the regulation remit in line with the demands of the wider training team, including but not limited to the delivery of a new national screener competency test
- Pro-actively researching and keeping abreast of developments in relevant areas including changes in European/ICAO regulations
- Supporting the delivery of aviation security training (including on behalf of CAAi) internationally (where required)
- Supporting the development and delivery of aviation security training to other UK stakeholders, including to the Department for Transport

**About You**

The successful applicant will need to be able to demonstrate most or all of the following:

- (Ideally) experience in the design and delivery of aviation security training in the UK (including assessment)
- (Ideally) experience in the internal quality assurance of training materials, courses, and assessments
- The ability to build effective working relationships with both stakeholders and colleagues, and evidence of being a collaborative team player
- Expertise in drafting accurate and influential written documents in a wide variety of styles, including risk assessments, tailored to the appropriate audience
- An understanding of principles of risk and impact assessment
- Willingness to work flexibly in responses to changes in priorities and under pressure, including out of hours when necessary
