**The Role**
The CAA provides expert advice, guidance and recommendations to Government on the development of aviation security policy and regulation, and to the aviation industry on its delivery. The CAA is also responsible for oversight and assurance of effective aviation security delivered by industry in the UK.
Aviation Security (AvSec) Regulation Group is responsible for undertaking research and analysis in order to understand the regulatory options for industry in discharging security controls in accordance with the National Aviation Security Programme (NASP). The AvSec Regulation Team is responsible for devising and drafting regulations reflecting Government policy, through working with lawyers and finalising regulatory measures with the Department for Transport (DfT) based on Government policy direction.
The role of the Aviation Security Regulation Senior Advisor is primarily to support senior managers within the team undertaking the following:
- Providing interpretation, impact analysis, risk assessment and appraisal of options
- Instructing lawyers on the drafting of regulations
- Offering advice to industry and to DfT on interpretation of the UK NASP
This post is positioned within the AvSec Regulation Division but will also engage closely with the CAA Compliance Division and wider, related sectors of the CAA, in order to ensure that the Regulation Team is able to discharge its regulatory and oversight functions effectively.
**Core Accountabilities**
- Managing and Leading the CAA contribution into the Retained EU Law (Revocation and Reform) programme, agreeing with DfT the timetable and structure of Statutory Instruments (SI), contributing to SI policy instructions, and Explanatory Memorandums, project managing with SME / Chapter Leads the progression of drafts /revisions, and working with Compliance colleagues to translate the new regulations into a revised audit regime
- Managing and leading the annual revision of the National Aviation Security Programme, and working with the Department for Transport on the Annual Report to Parliament
- Developing and maintaining a new SharePoint site for providing regulatory updates to auditors and addressing queries from them, and managing the development of a new on-line repository for sharing sensitive information with industry
- Managing security requirements for spaceflight activities, providing support to a review of current regulation and thereafter supporting the maintenance/development of spaceflight security regulations and industry guidance, providing advice on the compliance/oversight regime as necessary, and contributing to the further development of auditors handbook/training
- Project Lead for CAA regulation on other emerging workstreams to include preparing guidance for eVTOL operations at Airports and Hubs, and Airport Perimeter Protection Plans
**About You**
**To be considered for this role you must have**:
- A broad understanding of aviation security regulation
- Experience of drafting or developing regulation
- Expertise in drafting accurate and influential written documents in a wide variety of styles, tailored to the appropriate audience
- The ability to explain technical and regulatory issues clearly, including to senior managers, DfT colleagues and industry
- The ability to build effective working relationships with both stakeholders and colleagues, and evidence of being a collaborative team player
- Ability to think laterally to identify the wider implications
- Ability to cope concurrently with high number of widely differing problems, with the appropriate level of input
- Experience in managing projects and good understanding of Project Management principles
- A willingness to work flexibly in responses to changes in priorities and under pressure, including occasionally out of hours when necessary
- The successful applicant will need to hold, or be willing and able to obtain, security vetting to at least SC level (NB: this requires uninterrupted residency in the UK for a minimum of 5 years)
