**Contract**:6 Months (Possible Extension)

**Salary**:£1,040 a day (Umbrella)

**Start Date**: August/September 2023

**Work Pattern: Hybrid **Monday - Friday / 9 am - 5 pm

**Main Purposes**:

- Lead, shape, and drive improvements in Property Services at a borough level, overseeing various aspects, including strategic and operational property, facilities management, property capital program delivery, and property investment management.
- Manage functions in alignment with core principles, Directorate Plans, and the "Building a Better Bromley" vision.
- Ensure contractual performance across service areas, maintaining compliance, sustainability, customer focus, and financial control.
- Implement performance management frameworks, ensuring reliable performance targets, integrated service delivery, and strong partnerships.
- Provide estate asset management and valuation advice.
- Manage identified service budgets (revenue and capital).
- Oversee the Council’s Property Investment Portfolio, making value-enhancing decisions and recommendations.
- Fulfil Council's custodial role for London Residuary Body assets.

**Service Responsibilities**:

- Manage operational delivery of the Council’s property portfolio, emphasizing communication, contract management, and performance frameworks.
- Lead policy, planning, and budgeting for service areas, ensuring compliance with regulations and Council policies.
- Develop innovative service solutions for seamless, high-quality outcomes.
- Ensure adherence to statutory responsibilities.
- Promote flexible, integrated cross-Council working for improved service delivery.
- Explore opportunities for commercially focused services and income generation.
- Foster relationships between Council teams and external providers.
- Communicate and promote Council’s vision effectively.

**Property Asset and Investment Management**:

- Provide estates, asset management, and valuation advice.
- Monitor compliance of capital projects with program and budget.
- Maintain property development, disposal, and valuation work.
- Effectively manage investment/non-operational property to reduce voids and maximize income.
- Engage and manage specialist consultants when necessary.
- Represent the Council in property matters within partner groups.
- Contribute to Asset and Investment Management Strategy development.

**Statutory Asset Valuations and Investment Advice**:

- Oversee annual statutory asset valuations.
- Provide investment advice to Council developments.

**Managing Finance and Resources**:

- Lead annual budget planning processes for service areas.
- Manage budgets efficiently, utilizing resources effectively.
- Utilize technology to improve service effectiveness.
- Monitor and forecast capital receipts/expenditures for Asset and Investment Management Strategy.

**Staff Management**:

- Provide strong leadership to the Property Team, ensuring staff development and empowerment.
- Monitor team performance and set clear targets.
- Contribute to Council's Transformation Agenda and REAL leadership values.

**About You**:
To be successful in this role, you should possess the following qualifications and skills:

- Degree, Professional Qualification, and minimum 5 years of senior-level experience in asset management/regeneration and contract management in both public and private sectors.
- Commitment to ongoing professional development and staff growth.
- Successful background in managing high-profile Estate Management services in local authorities or complex organizations.
- Leadership experience in staff management (public/private sectors).
- Track record of developing and delivering services aligned with TFM/regeneration contracts.
- Experience in commissioning services and managing budgets.
- Achieved service improvements with a best-value approach.
- Effective communication with diverse stakeholders.
- Extensive knowledge of asset management and strategic estate planning within a political context.
- Quick adaptation to changing situations, and effective time management.
- Strategic planning and flexible service delivery.
- Relevant management experience in operational service delivery.
- Accountability for service-changing projects.
