Your team will consist of approximately 20 permanent & specialist project delivery staff, depending on demand. This is a great opportunity in a fascinating sector that will further diversify and strengthen our team and we particularly encourage applicants who are under-represented in this sector.

In your role as Assistant Director for Strategic Change and Transformation Programme, you will be responsible for delivering and implementing the council's strategic technology-based transformation programmes in collaboration with senior stakeholders. You will need to ensure that appropriate professional standards and methodologies are in place and that they are practiced in order to ensure effective and safe delivery outcomes.

Developing a culture of accountability and demonstrating a sense of urgency within the group, while focusing on risk management and ensuring the right business changes are identified and prioritised to deliver maximum value for the council will be a key priority. Among your responsibilities will be to establish and achieve the technology programme and project management portfolios, plan the commercial contract process (establishment and renewal), manage the procurement process (in collaboration with Strategic Procurement and Legal), and transition to production/business as usual.

The key objective of Islington Digital Services (IDS) is to provide reliable and innovative digital services to both internal and external customers. Among them are the Council's external website and intranet, which provide access to a number of online services, as well as the systems departments use to deliver services directly to residents. All of these services are supported by a robust IT infrastructure. - Accountable for the delivery and implementation of the council’s strategic technology-based transformation programmes working with senior stakeholders across all directorates.
- Responsible for ensuring the appropriate professional standards and methodologies are in place and practiced supporting effective and safe delivery outcomes. Ensure appropriate staff certifications are achieved to support this.
- Establish and embed a delivery culture within the group which is accountable; demonstrates a sense of ownership & urgency; and places a high emphasis on risk management. Ensure the right business changes are identified and prioritised to deliver maximum value for the council.
- Responsible for establishment and achievement of the technology Programme and Project Management portfolio; commercial contract process planning (establishment and renewal); the procurement cycle & processes (in partnership with Strategic Procurement and Legal) and transition to production/business as usual.
- Understand & promote the procurement & contract renewal pathways.
- Responsible for reporting of the status portfolios/programmes to CMB/Corporate Directors, Digital Boards, central PMO and other stakeholders as well as the planning for the incoming projects in conjunction with the Enterprise Planning group.
- Responsible for ensuring active management and reporting of the financials of the programmes including ensuring budget sources are provided to fund commitments and reporting actuals and estimates at completion against budget.
- Responsible for pre-emptively managing and communicating Portfolio-wide risk and issues together with their mitigations.
