The Opportunit
Due to increased project expansion, an exciting opportunity has become available for an individual to provide administrative support within a technical function by ensuring all plans and processes are effectively achieved and delivered in accordance with all policy and timescales.

Estimated Duration- 6 months
This role has been deemed inside of IR35.

This role can be based from either of below office locations:
Bangor / Aberaeron / Llandrindod / Newtown / Conwy or Halkyn & hybrid working.

The role
Your Primary role will be to assist with the smooth and efficient operation of  abnormal load management in accordance with the statutory duties and obligations required under the provisions of the Road Vehicles (Construction and Use) Regulations 1986, Road Vehicles (Authorised Weght) Regulations 1998 and Welsh Government Trunk Road Maintenance Manual (WGTRMM).

You will support the Network Occupancy Manager in:

Street works management.
temporary and permanent traffic order management.
highway regulatory and enforcement management.
protection of apparatus and highway assets.
development control administration.
network management.
Inspection management.
Special Events Co-ordination and Planning.
Providing administrative support for the notice processing function, ensuring service standards and plans are achieved and delivered in accordance with policy, timescales and legal requirements.
To assist the Network Occupancy Manager and Team with associated functions.
To assist and support the Agency Business, Delivery and Network Operations teams with operational or technical advice and information.
Responsibility for functions. e.g. staff, budgets, equipment.Your duties and responsibilities will be
Network Occupancy Management – Abnormal Loads
To implement network occupancy management systems, policies and processes.
To assist the Network Occupancy Manager in establishment of processes and procedures in relation to abnormal loads movements and co-ordination on the highway network.
Recording, distribution and monitoring abnormal load notifications and technical advice from service providers.
To be the principal point of contact for Road Hauliers on all initial abnormal load applications and enquiries including Internal Agency processes e.g. liaison with Agency Route Managers, Project Sponsors and Agency Service Providers.
External parties e.g. work promoters, developers and Police Authorities.
To assist in the preparation of information required for internal and external reports.
To assist in the review and implementation of electronic systems for abnormal load notifications.
To manage the abnormal loads inbox and provide appropriate responses to (e mail) notifications received from e), Road Hauliers and other occiassional sources.
To assist in minimising congestion and disruption on the network through the identification of any required cautions, retrictions and obstructions alongside liaison with stakeholders.
To assist on the creation and management of network occupancy management systems,policies and processes.
To attend any meetings in relation to abnoral loads, roadworks and co-ordination as and when required.
Responsibility for the daily organisation of the administration function in accordance with the Service’s legal agreements, procedures and processing standards.General duties
To liaise as appropriate with Agency officers, WG Officers, Partner Authorities and other relevant bodies.
Ensure compliance with Agency and WG financial regulations and procedures.
To deal with complaints and enquiries in a courteous and professional manner.
The postholder is expected to be aware of the requirements e.g. the Health and Safety legislation and to cooperate with the Council’s Health and Safety Manager to ensure compliance with the relevant requirements.You will have the following qualifications and experience 
5 GCSE’s (Grade C or above) including, English and Mathematics (or equivalent qualifications).
Experience of technical administration in a busy office environment.
Experience of dealing sensitively and diplomatically with queries and complaints by members of the public, contractors and elected members.
Familiarity with Geographic Information Systems (GiS)
NVQ3 or 4 in an administrative or technical subject (or equivalent qualification).
Welsh desirableThis post will require occasional working outside normal office hours.
Attend meetings in other parts of the UK (e.g. Llandrindod, Cardiff).
