Anexciting opportunity has arisen for the role of Head of Building &Engineering (B&E) Capital Programme Management Office (PMO).

Thecore purpose of this role is to provide a robust programme management frameworkto the B&E capital investment programme, which is valued at around £25m perannum.

As Head of B&E Capital PMO, you will provideleadership in helping embed a culture of continuous improvement within theoperational function, embedding the function of the PMO to become an integralpart of the organisations management and assurance framework. You will be akey member of the leadership team for the B&E capital programme.

Main duties of the job

Thepost holder will manage and continually develop the Trusts B&E Capital PMOfunction; leading the B&E Capital PMO team to ensure the programme of workis supported and subjected to appropriate challenge and scrutiny.

Corework will include ensuring that the team has the necessary skills, training,and competences to deliver the B&E Capital PMO portfolio of work; managingthe B&E Capital PMO within budget; and day to day management of ProgrammeManagers.

Thework will involve supporting and reporting to a broad audience including, butnot limited to, Executive Directors, Associate Directors, Heads of Service,finance colleagues and other leads across the Trust. The success of this postwill be underpinned by the development and maintenance of strong and effectivepartnership relationships across the organisation.

Within the B&E Capital PMO you will apply bestpractice learning and approaches from other health organisations andnon-healthcare sectors, with freedom to act based on your interpretation ofnational and international guidelines on programme management, advising theorganisation on how these should be interpreted, and implementing asappropriate.

Job responsibilities

Theprimary purpose of this key role is to support the successful delivery of theTrusts Building & Engineering (B&E) Capital Programme andoperationally manage the BE Capital Programme Management Office (PMO)function.

Therole will provide continuity of leadership and management within the B&ECapital PMO, with respect to the delivery of work streams that comprise theB&E Capital Programme and the development and implementation of newschemes as they are identified.

Accountableand reporting to the Associate Director of Estate Strategy & Development,the post holder will be required to work closely with, and in support of, theTrusts Executive Directors, Associate Directors and Heads of Service(including with Estates & Facilities and within Corporate Planning), andproject delivery teams.

Thepost-holder shall ensure the maintenance of a robust programme managementframework, which ensures that programme activities are well co-ordinated,closely monitored and accurately reported. They shall be responsible for thedevelopment, management and co-ordination of programming, reporting, risk,benefits, assurance, and quality standards.

TheHead of B&E Capital Programme Management Office will provide leadership inhelping embed a culture of continuous improvement within the operationalfunctions of the Trust, embedding the function of the PMO to become anintegral part of the organisations management and assurance framework.

Thepost holder shall ideally possess a Programme Management qualification andhave a good understanding of how programmes and projects should beeffectively managed and governed in a capital projects environment,demonstrating the ability to apply such knowledge and experience in a practicalway. The post holder shall demonstrate an ability to work effectively withprogramme and project workstream leads and the wider organisation in order todevelop, implement and maintain systems and procedures.

Asan expert in and champion of organisational change and service improvement,the post holder will need high levels of self-motivation, tenacity, andresilience. Success in the role will necessitate the establishment anddevelopment of strong and effective working relationships at all levels of theorganisation, with the ability to challenge and effectively support thedelivery of complex, multifaceted programmes, through the application ofstructured programme management processes and interventions.

Thesuccessful candidate will be responsible for the day-to-day management of theB&E Capital PMO, staff and budget.

Thepost-holder is accountable to the Associate Director of Estate Strategy &Development, both managerially and professionally.

Qualifications
  • Project / Programme Management Qualification at Practitioner level or similar (MSP / Prince 2).
  • Degree in relevant discipline.
  • Post graduate qualification to masters level or equivalent experience.

  • Significant experience of managing work programmes.
  • Has managed complex programmes that have had an impact throughout an organisation.
  • Experience of developing and implementing robust programme and project management processes.
  • Extensive project/ programme management skills and experience using the PRINCE2 project management methodology or similar.
