Job summary

An exciting opportunity has arisen for a senior, qualified and experienced Accountant to join the Leeds Teaching Hospitals NHS Trust Capital Finance team.

The successful candidate will be responsible for the financial control of a c.£100m capital programme, providing financial analysis and advice to Clinical Service Units, Corporate Functions and Capital Programme Leads. The role is an exciting opportunity for an experienced Finance professional to work for a large Acute Trust, with exposure to senior leaders within the organisation, major national business cases as well as the day to day running of the Capital Finance team. The successful applicant will be an experienced Finance professional who is used to managing a wide range of stakeholders and is passionate about driving change to deliver improvements and efficiencies for the benefit of our patients and our staff.

Main duties of the job

The Head of Capital Finance will ensure that the Trusts capital assets are managed effectively through accurate planning, accounting and reporting and will deliver sustainable financial improvement through the planning and delivery of capital investment to meet Trust objectives.

The successful candidate will also provide leadership and line management to a team of Accountants and Finance Officers ensuring that deadlines are met and quality assurance standards are achieved. In addition, they will play a key part in managing external relationships with the Integrated Care Board (ICB) and NHS England.

The role includes the opportunity to take the lead on projects and tasks across the wider finance function.

Job responsibilities

The primary purpose of the Head of Capital Finance is to develop and deliver a comprehensive capital accounting service. The post holder will be responsible for the financial control and reporting of fixed assets with a net book value of circa £600m and an annual capital expenditure of circa £100m. They will provide capital financial analysis and advice to CSUs, corporate functions and the capital programme leads. This will enable the Trust to understand the current capital position and make capital investment decisions. They will lead in the development of the Trusts long and short term capital plans, monitoring control, revaluations and capital forecasting.

The post holder will ensure that the Trusts capital assets are managed effectively through accurate planning, accounting and reporting and will deliver sustainable financial improvement through the planning and delivery of capital investment to meet Trust objectives.

The key responsibility of this post is to develop and deliver comprehensive capital accounting service. This will include the following:

Production and submission of accurate monthly capital reports and papers to all relevant committees in line with NHS Improvement guidance and international financial reporting standards. This includes the Finance and Performance Committee (F&P) and the Capital Planning Group (CPG).

Production and submission of accurate monthly capital reports to the regional Integrated Care System (ICS) capital group.

Liaise with the ICS on the current and long term capital plans. This will involve attending the regional ICS meeting and influencing the discussions effectively.

Monitor achievement of the annual and 5 year capital plan, developing actions with programme managers and ensure that the capital programme is delivered.

Produce the strategic five year capital plan.

Deliver expert guidance on technical issues surrounding capital.

Ensure that VAT is appropriately accounted for within the capital programme.

Ensure and implement strong financial controls with clean internal and external audit reports on capital.

Prepare all necessary statutory returns and working papers relating to capital.

Manage all aspects of capital accounting and provide capital advice and guidance.

Ensure the Trusts capital assets are managed efficiently and effectively.

Provide capital charges forecasts and timely, accurate and comprehensive performance reports to demonstrate that the capital accounting responsibilities are being discharged effectively.

The post holder will work in the capital team having lead responsibility for the capital accounting for the Trust including monitoring, reporting, forecasting and planning of capital expenditure. They will be expected to work closely with other colleagues in the finance department to progress the challenging financial agenda with particular emphasis on the inter-relationships between Capital Accounting, Financial Management, Financial Accounting and Management Accounts. They will also be responsible for the provision of advice and guidance to the programme managers, often on a daily basis.

They are required to be aware of any changes in Trust financial policies and procedures in order to assess their impact on the capital programme. This will require the interpretation of general requirements and applying them to capital projects in the most cost effective way for the Trust.

The post holder will work independently to agreed objectives and will have the authority to decide how best they are achieved by interpreting, applying and working within the operating policies, procedures and principles which exist within the Finance Directorate. Advice and guidance may however be sought, from more senior or specialist Finance colleagues.
