About the Team People and Capability team The HM Treasury People and Capability team delivers a wide range of services and people solutions for the department. About the Job Key Accountabilities include: Lead on developing engaging data products which bring together people data in a way which allows the department to understand our people across the employee lifecycle, how we are performing against objectives, and whether there are any underlying issues. Analyse data, identify options and be prepared to present and communicate recommendations to Senior Civil Servants and senior colleagues, influencing them to make evidence-based decisions. Be flexible in responding to emerging priorities, as well proactively identify areas where you can contribute, and provide evidence-based advice. This could include: -Pay data analysis, for example Gender Pay Gap / Ethnicity Pay Gap regression analysis. -Development and maintenance of datasets around apprentices / graduates / internships to allow the team to use these going forward -End year moderation data analysis to support and evaluate the performance management process. -Using data for HR operations to measure delivery for our customers, including analysis with benchmarking data where appropriate. This may involve the development of a new dashboard. Establish, improve and maintain dataflow from a range of data systems. Including, Management Information Unit (MIU) through Microsoft Azure, and Microsoft Power tools, particularly Power Query. Improve data availability through improved data access and self-service opportunities for P&C colleagues, including helping to improve the data capability of colleagues. Manage key relationships at different levels, including close collaboration with HM Treasury’s Management Information Unit (MIU) and other key data teams within Corporate Centre and HM Treasury to make best use of the data we hold. As well as, influencing the senior leadership team with evidence-based recommendations and advice. You will also be part of professional networks across the Civil Service such as the People Analytics Exchange Group. Assist in the planning, monitoring, and delivery of projects through project management and communication skills, demonstrating the ability to be organised and flexible. About You The People and Capability Data Analyst is a new role reporting into the Head of Data Analysis in the People and Capability (P&C) function. You will be a key part in the success of our People Strategy and implementing our People Analytics Workplan. You will help to create an end-to-end understanding of the employee lifecycle through data analysis and visualisation products, improving our data access and capability as a group through innovative data solutions, and communicating insights to a wide range of partners with varying understanding of data and levels of seniority.

You will have a good understanding of how to treat sensitive data and present information about protected characteristics. You will also have a keen interest in developing your own professional and data capabilities. You will be comfortable in owning the design and implementation of your analysis in different priority areas. You should be able to make robust decisions when faced with a problem, including identifying appropriate data sources and methods of analysis, as well as the ways in which your analysis and advice is communicated and embedded.
