About the Team
We are looking to recruit a Carbon Pricing Technical Lead which sits within the Business and International Tax (BIT) Group of the Energy and Transport Tax (ETT) team. The aim of the Business and International Tax (BIT) Group is to provide strategic oversight of business, environmental, transport, property, VAT, excise taxes and customs duties that together raise revenue of over £400 billion a year.
The Energy and Transport Tax (ETT) team is a supportive and friendly team of around 20 whose work is at the heart of balancing HMT’s fiscal, economic and environmental objectives. The team is responsible for taxes collectively raising around £50bn through transport, oil & gas, energy & carbon and environmental taxes, including developing novel and complex policies such as the new Carbon Border Adjustment Mechanism.
About the Job
In this role, you will:
- Demonstrate strong leadership of your area, delivering through others to ensure successful delivery of objectives and acting as an excellent line manager, developing a small team of policy advisors and senior policy advisors to fulfil their potential.
- Lead and oversee the development of detailed policy proposals for the operation of the CBAM, including options for how to operationalise policy on carbon pricing and emissions measurement, working with others including HMRC and DESNZ.
- Establish and lead robust and flexible project management for the delivery of the CBAM, including setting out clear and realistic plans, keeping track of progress and ensuring good and timely communication to senior officials in the Treasury and other government departments.
- Lead the Treasury’s analytical work on the Emissions Trading Scheme and CBAM – including analysis of the ETS market, ensuring that design decisions are based on the best available evidence.
- Influence others to achieve HM Treasury and Government objectives in your area, including through the development and maintenance of constructive and close relationships with HM Treasury colleagues, HM Revenue and Customs and other government departments, ministers, and key external collaborators, including close partners such as the Environment Agency and DESNZ.
About You
The successful candidate will have an ability to draw together a range of perspectives and technical information/evidence to make confident, clear and persuasive recommendations. You will have strong collaborator management skills, with an ability to build and maintain effective relationships across organisational boundaries. You’ll have an ability to inspire a high performing team to deliver a complex technical project. And lastly you will have experience or understanding of monitoring, reporting or verification of emissions and overseeing complex analysis.
