Job summary

We are recruiting a Senior Finance Projects Systems and Processes Manager to play a key role in setting up and shaping the development of a new finance project team within Social Security Scotland.

In this role, the successful candidate will be responsible for the Finance Projects Systems and Processes Team, which forms part of the Finance Projects and Controls team within the wider Finance and Corporate Services Division.

You will provide business analysis and project management support, as well as developing continuous improvement capability within the team. Your key responsibilities will be to collaborate with a wide range of stakeholders across Social Security Scotland and the wider Scottish Government, Department of Work and Pensions and other government departments, across multiple projects to stabilise and drive continuous improvement of financial systems, processes and controls. This will enable the organisation to effectively administer devolved benefit payments once they have transitioned from Project delivery teams.

This is a high-profile and exciting area, with continuing political, public and media interest.

Job description

� Lead the finance project management activities on any remaining benefit delivery projects, other change/transition projects or system releases that impact payments. This includes collaborating with Social Security Scotland and wider Scottish Government project teams to define requirements for the client case management system (SPM) and Management Information/data. You will develop and maintain test strategy, with oversight of banking and BACS infrastructure set up. You will manage any project risks/issues, release management/business checkout activities and provide quality assurance over SPM design, Management Information/data reports, guidance and training updates.
� Play a key role as a senior corporate leader for the organisation in developing, building and executing the business analysis, project management support and continuous improvement capability within the Benefit Payments team and Chief Digital Office.
� Develop and build strong working relationships within the Scottish Government, Social Security Scotland�s Chief Digital Office and Project Management Teams, as well as with the Department for Work and Pensions, to impact changes to finance systems, processes and controls, advise on design, facilitate any improvements and promote best practice including overseeing any internal training initiatives.
� Critically evaluate business systems and processes to identify risks and improvement opportunities and drive continuous improvement to systems and processes, and management Information/data, to enhance financial control and efficiency in the end-to-end payments process, minimise payment exception events and ensure our vision for continuous improvement is embedded into our systems and processes.
� Act as the Subject Matter Expert for end-to-end payment related systems and processes, covering client case management system (where payments are initiated), Management Information/data reports and interfaces to the Enterprise Resource Planning system (ERP) (where payments are processed) and BACS/bank on any projects impacting payments.
� Provide scrutiny and constructive challenge of any options appraisals, policy, system or process changes that impact payments, to ensure financial requirements are met and robust controls embedded in design.
� Develop and build the capability and capacity of a small Finance Project Team, provide leadership and have overall responsibility for the line management of a small team.
� Lead the escalation of any payment issues, from a finance business perspective, which arise during project hyper care support period. Collaborate with Social Security Scotland senior technical support teams and senior Operational colleagues to coordinate remedial business actions and ensure root cause of repeat issues is addressed timeously and appropriate solutions identified and prioritised in development queue, in collaboration with other impacted stakeholders.
� Lead the transition of projects to �business as usual� Finance teams after agreed hyper care project support period, including managed handover of any relevant support documentation, lessons learned and open defects.

Additional Duties
� Mentor and upskilling colleagues within the Benefits Payments Team, Chief Digital Office, and other Operational areas within Social Security Scotland to build better understanding of end-to-end Payments processes and associated controls.

Person specification

1. Experience of leading or acting as finance subject matter expert on significant finance payment-related projects, to ensure delivery of finance requirements.
2. Experience of leading and continuously improving finance/payment process and control design, ensuring compliance requirements are met.
3. Proven ability to work on your own initiative, delivering high quality outcomes and outputs and meeting deadlines whilst managing competing pressures.
4. Strong communication and leadership skills, both written and verbal. Ability to influence, negotiate and collaborate effectively with internal and external stakeholders to influence change.
