Scunthorpe, United Kingdom North Lincolnshire Council Full time

An opportunity has arisen for an individual with a demonstrable track record of leadership in a financial environment. They must be capable of applying their financial skills and expertise to resolving business issues and improving financial performance, and with experience of building trust and working collaboratively with non-finance professionals.

The Team
This person will lead the Council’s Financial Strategy Team in the role of Strategic Lead. Financial Strategy sits at the heart of the Council’s financial services, co-ordinating the medium-term financial planning process, leading on monitoring of approved financial plans in year and undertaking treasury management. We are progressive and outward looking, and we play a critical role in determining the Council’s spending power and how this is invested. We do this by working effectively with our partner teams (including Business Partnering, Local Taxation & Benefits and Economic Development), working to enable the organisation to take the best decisions supported by the best financial and non-financial information. We are solution and action focussed providing high value, high impact work supporting the financial sustainability aspirations of the organisation.

The Role
The post is essential to the effective financial management of the Council, particularly at a time of change and development for both the Council and the North Lincolnshire area, both financially and structurally. The role is pivotal in supporting the co-ordination of core financial processes, including production of the Council’s financial plans and monitoring reports. The role also ensures that a range of financial services are delivered including, corporate business partnering, treasury management, coordination and completion of Government returns and complex data analysis and forecasting.

The Candidate
We are looking for a pro-active and agile person who can communicate positively on both a 1:1 and group basis and is able to manage multiple workstreams concurrently. Significant experience of leadership in a financial environment alongside delivering and supporting financial management processes is essential. Ideally you will have experience of local government finance and funding including business rates and/or council tax, although this is not essential. We will support you in the role and on your development journey. The successful candidate should hold an accountancy qualification, preferably CCAB (or have equivalent skills and knowledge).

Benefits
We can offer a range of benefits including:
• A competitive salary
• An attractive relocation package
• A comprehensive induction
• Excellent CPD opportunities
• Generous annual leave entitlement
• Local Government Pension scheme
• Agile working arrangements (this is likely to be a mix of home working and working in the office).
