Job summary

The Portfolio Office is a newly-formed team within Cabinet Office Portfolio Delivery. Our mission is to mature, iterate and improve CO Digital�s Project and Delivery Management in collaboration with our colleagues and stakeholders. We aim to foster a supportive and lean approach that enables delivery across our project and portfolio delivery community. Improving the accuracy and reliability of our cross-portfolio reporting is an important aspect of this work and one of the ways in which we aim to identify iterative improvements and track our performance.�

We are dedicated to delivering informed, targeted and beneficial change, which is expected to improve the experience of our delivery community and its stakeholders. As part of this work, we promote processes and best practices, which will enable Cabinet Office Digital to better manage and deliver its projects. The Portfolio Office promotes and supports an adaptable approach to project and delivery management, recognising that all projects are different and they require flexibility to realise their full potential. That said, we are standardising our processes, where it�s appropriate to do so, in collaboration and consultation with colleagues.�

Our Project Management methodology is Agile, Waterfall or a combination of both. We support a �best fit� approach to project management in CO Digital. This involves selecting the most appropriate delivery methodology, which will best achieve the business needs and ensure successful delivery.

The Portfolio Office encourages professional development, creates the tools and governance needed for successful Delivery, provides advice, coaching and mentoring support, standardises Portfolio Delivery�s processes and promotes the need for continuous improvement and lessons learnt.

Job description

The Portfolio Manager will be a vital member of the team, working with colleagues in the Portfolio Office to plan, deliver and report across CO Digital�s extensive and high-value portfolio. The role holder will apply their knowledge of project, programme and portfolio methodologies to the management of Cabinet Office Digital Portfolio. The Portfolio Manager will support the Head of Portfolio by overseeing the day-to-day management of Portfolio activities and practices in line with the Head of Portfolio�s strategic direction. The Portfolio Manager will develop and evolve the Portfolio Office�s daily working practices in line with the strategic direction. They will also use their knowledge of daily delivery to inform future strategies by identifying and communicating threats, opportunities, strengths and weaknesses when they arise. They will propose new ways of working that will enable efficiencies and increase effectiveness where they can.�

In collaboration with colleagues, the post holder will drive CO Digital�s Portfolio performance, assessing the success of outcomes, monitoring our compliance, overseeing the management and mitigation of risks as well as encouraging the pursuit of opportunities. They will build strong relationships with colleagues across the Cabinet Office, creating robust networks with colleagues, which enhance the Portfolio�s effectiveness, facilitate constructive conversations and drive successful outcomes. They will support CO Digital�s transformation, by designing and implementing changes that streamline our processes, increase efficiencies, upskill staff, promote consistency and best practices.

The role holder will be expected to apply their considerable negotiating and influencing skills to growing and nurturing the Portfolio. They will be integral to the realisation of the Portfolio Delivery strategy and, in particular, the aggregation and consolidation of CO Digital�s day-to-day delivery activities under Portfolio Delivery.�

They will be responsible for conveying clear and articulate messaging, holding colleagues from grade SEO to SCS2 to account for their deliveries and wider Portfolio commitments. This role will be managed by the Grade 6 Head of Portfolio and the role holder will be a senior leader within CO Digital�s Portfolio Office, deputising for the Head of Portfolio and others during periods of absence. This role includes the possibility of line management responsibilities.�

This role is commensurate with those of a according to the Digital and Data Capability Framework.

Responsibilities

implementing and sharing best practice as well as developing and applying project procedures, tools and techniques in order to standardise methodologies and realise economies;providing reporting, assurance, business intelligence and insight gathering on behalf of CO Digital Portfolio Delivery Function;coordinating project reporting and providing analysis of performance at a Portfolio level to senior management;acting as a supportive critical friend to colleagues, coaching staff on the effective implementation of and compliance with governance controls. The role holder will champion staff empowerment, corporate values and active learning;ensuring that project risks, issues, assumptions and dependencies are appropriately managed and that suitable corporate controls are being suitably applied.

Person specification

Essential

a good understanding of financial and commercial management;excellent project and/or portfolio management experience;excellent analytical skills, with experience collating and using data and information to inform effective decision making in an ambiguous or changing programme delivery environment;excellent relationship management skills, with experience of building constructive relationships and working collaboratively within teams;excellent communication skills, with experience of using clear messages to raise buy-in to best practice standards and processes at all levels of an organisation;high resilience and adaptability to changing priorities and processes. Experience of delivering within a context of organisational change would be an advantage;significant experience in Risk, Issue, Assumptions and Dependency reporting, and ability to mentor others through these;�a good understanding of financial and commercial management;ability to effectively roadmap and monitor multiple complex projects and programmes;previous experience coaching and mentoring others in relation to the above.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
