The Portfolio Office promotes professional growth, develops essential tools and governance for successful delivery, and provides guidance, coaching, and mentoring support while standardizing processes and fostering a culture of continuous improvement and learning.

Role Description

The Portfolio Manager will play a crucial role within the team, collaborating with colleagues in the Portfolio Office to strategize, execute, and report on the extensive and high-value portfolio of the Cabinet Office. The individual will leverage their expertise in project, program, and portfolio methodologies to manage the Cabinet Office's digital portfolio effectively. The Portfolio Manager will assist the Head of Portfolio by overseeing daily portfolio activities and practices in alignment with the strategic vision set forth by the Head of Portfolio. They will also refine the Portfolio Office's operational practices in accordance with strategic objectives, utilizing their insights from daily operations to inform future strategies by identifying and communicating potential risks, opportunities, strengths, and weaknesses as they arise. They will suggest innovative working methods that enhance efficiency and effectiveness.

In partnership with colleagues, the Portfolio Manager will drive the performance of the Cabinet Office's portfolio, evaluating the success of outcomes, ensuring compliance, managing and mitigating risks, and fostering the pursuit of opportunities. They will cultivate strong relationships across the Cabinet Office, establishing robust networks that enhance the portfolio's effectiveness, facilitate constructive dialogue, and drive successful results. The Portfolio Manager will support the transformation of the Cabinet Office by designing and implementing changes that streamline processes, increase efficiencies, upskill personnel, and promote consistency and best practices.

The role requires strong negotiation and influencing skills to nurture and grow the portfolio. The Portfolio Manager will be integral to realizing the Portfolio Delivery strategy, particularly in consolidating the Cabinet Office's daily delivery activities under Portfolio Delivery.

They will be responsible for delivering clear and concise messaging, holding colleagues accountable for their deliverables and broader portfolio commitments. This position will report to the Grade 6 Head of Portfolio and the role holder will serve as a senior leader within the Portfolio Office, stepping in for the Head of Portfolio and others during their absence. There may also be line management responsibilities associated with this role.

This position aligns with the standards set forth in the Digital and Data Capability Framework.

Key Responsibilities

  • Implementing and disseminating best practices while developing and applying project procedures, tools, and techniques to standardize methodologies and achieve efficiencies;
  • Providing reporting, assurance, business intelligence, and insights on behalf of the Cabinet Office Portfolio Delivery Function;
  • Coordinating project reporting and analyzing performance at the portfolio level for senior management;
  • Acting as a supportive critical friend to colleagues, coaching staff on effective governance implementation and compliance. The role holder will champion staff empowerment, corporate values, and active learning;
  • Ensuring that project risks, issues, assumptions, and dependencies are managed appropriately and that suitable corporate controls are applied.

Candidate Profile

Essential Qualifications:

  • Strong understanding of financial and commercial management;
  • Extensive experience in project and/or portfolio management;
  • Excellent analytical skills, with a proven track record of utilizing data to inform decision-making in dynamic environments;
  • Exceptional relationship management skills, with experience in building collaborative relationships within teams;
  • Outstanding communication skills, with the ability to convey clear messages that promote buy-in to best practices at all organizational levels;
  • High resilience and adaptability to shifting priorities and processes, with experience in delivering during organizational change being advantageous;
  • Significant experience in managing risks, issues, assumptions, and dependencies, with the ability to mentor others in these areas;
  • Proficiency in effectively planning and monitoring multiple complex projects and programs;
  • Prior experience in coaching and mentoring others in relation to the above.

Additional Information:

A minimum of 60% of your working time should be spent at your principal workplace, with attendance at other locations for official business also contributing to this requirement.
