The Directorate Navy Acquisition (DNA) manages the Navy�s major acquisition Programmes are grouped under one-star leadership (RN OF6 or SCS1) according to the capability being delivered and comprise of Future Support Acquisition (FSA), Ships Acquisition (SA), Equipment and Systems Acquisition (ESA), Commando Force (CF) and Defence Marine Service � Next Generation (DMS-NG).

Future Support Acquisition (FSA) is a crucial component of DNA and is the TLB�s Support Solution specialists responsible for three principal functions which shape and deliver the support acquisition portfolio:�

Future Support Strategic Planning;Future Support and Enablers Programme Delivery; and�In-Service Support Programme Sponsorship and Performance.�

Delivering these responsibilities, Deputy Director FSA (DD-FSA) is the Navy Command SME and policy lead for Support Solutions. The FSA vision is to provide the Royal Navy with world class commercial by design support, with solutions that are transformative, safe, highly effective, innovative and market leading.�

Leading Torpedo Capability Support Programme (TCSP) delivered by DE&S at Abbey Wood, the TCSP Prog Dir operates as a part of the FSA Equipment Support Programmes team.

The TCSP Programme Director role will work within FSA as part of the Senior Leadership Team.

This position is advertised at 37 hours per week.

Job description

The Torpedo Capability Support Programme will provide sustainable maintenance, support and test equipment for torpedoes. It will deliver a value for money solution that includes the ability to incrementally upgrade the capability to maximise the availability, reliability, effectiveness, and safety of in-service torpedoes, with the flexibility to respond to evolving global requirements.

Programmes within the team present an opportunity to transform the equipment support capability, by employing new commercial and operating models within delivery agents, to pursue increased performance and enable higher platform availability.�

The TCSP Prog Dir will lead the programme providing direction and leadership for the development and delivery of strategic governance, including capability management, DLOD/User integration, business case assurance and approvals, dependency, risk and opportunity management, benefits planning and delivery tracking.

The key responsibilities of this role are:�

Exercise the SRO�s accountability for the delivery of TCSPBe the de-facto owner of the overall business change, act as the champion for the programmes, provide leadership and direction to the programme executive through life.Cascade vision and translate into delivery objectives for the TCSP team.Be the owner of the business case on behalf of the SRO, co-ordinate Business Case production by project teams and ensure appropriate specialist input and timing of approval through governance framework.Ensure appropriate governance is in place in accordance with departmental guidance and the project maintains its business focus, leading the programme to deliver the business case benefits and outcomes.Identify and manage stakeholder relationships and highlight need for senior level support. Manage internal and external relationships as appropriate.Ensure effective communication with key project stakeholders and senior Sponsors / SRO, developing relationships with stakeholders within and outside of the project. Be aware of the broader business and project related interdependencies and ensures effective management of these interfaces.Identify and manage strategic risks and as necessary contribute to the wider programme risk management.

�As a Programme Director, we are looking for an individual who can preferably display a combination of the following skills/experience:

Portfolio, Programme and Project Management (P3M) competences.Association for Project Management QualificationsExperience/working knowledge and understanding of operational maritime support delivery, preferably within RN, MoD Delivery Agents or Naval Base environments.Understanding of Defence programmes, requirements management, assurance and approval processes.Competence and experience of Major Government Project and Programme management, preferably with APM-P / MSP Practitioner disciplines.

An apprenticeship is a combined package of work and training. Professional qualifications can be achieved through an apprenticeship and range from Level 2 (equivalent to 5 GCSEs), Level 3 (equivalent to 2 A Levels), and Levels 4 -7, which can give you a foundation degree, a full Bachelor�s degree, or a Master�s degree. Apprenticeships normally last between 12 months - 3 years, depending on the level of the apprenticeship.

Anyone can undertake an Apprenticeship and everyone, regardless of age, can benefit from developing their skills in an accredited way.

Successful candidates can discuss their development options with their manager when in post.�

Where business needs allow, some roles may be suitable for a combination of office and home-based working.� This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
