The Chief Data Officer�s (CDO) Directorate is a new directorate that sits within the Chief Scientific Advisor Group. This new function is responsible for setting the approach to and direction and ambition of all data related services, platforms and projects within DHSC.��

It will deliver corporate and ministerial data services, lead cross-Whitehall data relationships, drive improvements and innovations in the department�s use of data and develop, define and promote the department�s role and purpose with respect to data across the Department of Health and Social Care and its Executive Agencies (EAs). �

CDO is responsible for the Migration of OHID Products (MOP) Programme a highly complex transformational programme of work to transition analytical products, systems and processes on to new infrastructure and support systems.�

This programme of work is a mix of migration, transition, consolidation, adaption and transformation of existing data and digital products systems and processes. We intend to both �move and improve' the systems and processes that support our health intelligence and analysis provision.

We are recruiting to the post of Programme Delivery Manager. The post holder will lead the delivery of the MOP programme, providing overall direction to the work, managing stakeholders, procuring relevant external resource, managing budgets and delivery and liaising with other relevant bodies, in particular NHS England and the UK Health Security Agency.

Job description

This role is critical in the delivery of the Migration of OHID Products (MOP), an essential programme of work to move and improve the Department's data and analytical products and processes, making them fit for the modern data and digital age.� This programme is a significant piece of work in the CDO Portfolio.

As Programme Delivery Manager,

You will be an excellent communicator, able to explain complex ideas to a range of audiences and maintain stakeholder engagement across diverse groups.You will have a strong record of project and programme delivery using different methodologies such as scaled lean/agile and be able to manage others (both via line management and within more informal teams) to plan and deliver complex programmes of work with a focus on technology and digital transformation.You will show strong initiative and resilience and be someone who enjoys generating their own ideas and plans before gaining senior support for them.�You will be experienced in budget management, procurement and in the management of contractors in a digital and technology transformation context. You will be able to make good judgements on value for money and the successful integration of contracted resource with established in house teams.�You will be proactive in identifying and resolving problems, working with key stakeholders to engage them in generating and implementing solutions. You will have the ability to bring together a diverse range of views across teams, the department and other organisations to come to an agreed solution and navigate and overcome barriers to success.�You will be excellent at developing strategic approaches to complex problems, good in particular at situated technical challenges in the context of broader institutional and political context. You will have the confidence and flexibility to examine, question and constructively challenge and critique a range of proposed solutions and approaches whilst maintaining momentum and direction for CDO related projects.

Person specification

As Programme Delivery Manager your responsibilities will be to:

Provide oversight of programme governance, ensuring that governance meetings are well run, decisions made and implemented promptly and risks appropriately identified and escalated.Bring together the diverse range of stakeholders affected by this programme and provide them with a coherent plan and communications strategy to ensure that they are all meaningfully engaged with the work.Own and produce a wide range of artefacts necessary to facilitate decision making, maintain pace and progress of the programme and be the key co-ordinator of and point of knowledge across a range of requirements for data related products produced and owned by data service teams. �Run procurement processes and manage contracts once in place.Manage upwards effectively ensuring the responsible senior civil servants are properly briefed and engaged with the work.Line manage the associate delivery manager also being recruited as part of this process.Work closely with the responsible senior civil servant to iterate the delivery plans for this programme, ensuring that the approach remains appropriate and responsive to potentially changing external circumstances.Act as the main point of contact for key external stakeholders, in particular NHS England and the UK Health Security Agency.Undertake a program of continual professional development.Be an advocate for and leader of Agile and Lean approaches to delivery within and outside the team and directorate.

You should pursue a programme of continuous professional development in accordance with any relevant professional registration or statutory requirements, while maintaining appropriate awareness of service provider requirements.

Key Skills and Experience Required:

Demonstrable experience as a delivery manager.Experience in managing digital, data and or technology transformation programmes using a range of delivery methodologies and project disciplinesExperience of operating in complex environments, building the case for, supporting and delivering transformational change, preferably in a digital, data or technology context. �Demonstrable leadership experience, setting direction for and motivating teams in complex and ambiguous contextsExcellent organisational skills and the ability to manage tight and sometimes conflicting deadlines, proactively prioritising your own and your team's time.Experience in running senior level governance and providing assurance to senior leaders.Experience in procurement and contract managementExcellent stakeholder engagement and communications skills, with a particular focus on communicating complex technical concepts to lay audiences.Excellent communication and presentation skills written and verbal.Open to learning and development opportunities and continual professional development.Understanding of and commitment to equality and diversity.
