OSD�s Change Team sits within our Operational Services Division�and is comprised of three key pillars: (i) Transformation Office, (ii) Programme & Project Management (�PPM�) and (iii) Change & Business Improvement (�C&BI�).� �

These last two pillars house practitioners who are deployed to projects and programmes within HSE. These two practitioner pillars are each led by a Head of Change, and supported by a Practice Lead.�

The Business Analyst (Band 3) sits within the C&BI pillar and will report to the C&BI Practice Lead or a Change and Business Improvement manager. The Business Analyst (B3) will work alongside Digital, Data and Technology professionals as well as operational and subject matter experts from HSE divisions, in designing, building, and implementing new operating models and digital services.���

Within digital and transformation projects, our Business Analysts articulate business and user requirements, design and implement new services, document and design processes, organisational structures and ways of working. Our Business Analysts also provide continuous improvement support to HSE�s operations.�

You will grow your skills as part of our growing community of practice and will occasionally mentor or manage more junior Business Analysts.��

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

Job description

As a Business Analyst you will work within multidisciplinary digital teams to identify and elaborate user and business needs and translate business problems and user needs into requirements.�

Key Responsibilities

Work independently to undertake business analysis activities which include performance and productivity baselining, demand analysis, impact and feasibility analysis, scenario modelling, and benefits modelling.Engage and collaborate with stakeholders across the business to understand their needs.Elaborate user and business needs into user stories and functional/non-functional requirements to enable effective design, development, testing and adoption of services.Work closely with digital and change colleagues (Product, delivery, service design, user research, project management, change management,). �

Please note, travel to other HSE offices will be required dependant on the needs of the business and projects.


Person specification

Essential Skills and Criteria:

Strong track record in capturing user needs and requirements and documenting functional and non-functional requirements and user stories.Ability to baseline current processes and design future state processes, workflows, and user journeys.Strong stakeholder engagement and management experience, able to work with a range of stakeholders and adapt communication style as necessary.Experience in supporting the implementation of new processes and technology, enabling effective change management and business deployment activities.Experience of working in Agile delivery environments and using appropriate tools and techniques.Proficiency in use of Microsoft tools, including Excel, Visio, SharePoint, PowerPoint and tools such as Azure DevOps.

Qualifications

BCS (formally ISEB) Foundation in Business Analysis certification / equivalent qualification, or able to demonstrate significant experience of working as a Business Analyst and evidence of carrying out a wide range of analysis activities.
