Job summary
The Department for Business and Trade (DBT) supports business to invest, grow and export, creating jobs and opportunity across the country. Science and technology is now the greatest driver of UK growth, and at the centre of our wider global strategic interests. The Strategic Technologies Team supports the goal to maintain the UK�s edge as a Science and Technology Superpower. It sits as part of a wider Directorate covering Science and Technology which incorporates healthcare and life sciences.
This is a rare opportunity to co-lead a team doing vital and exciting work building the UK�s future economy. The team has recently been re-designed to deliver activity most likely to boost UK growth, using the levers at our disposal, including export, investment and policy work, in line with DBT�s strategic objectives. There are two posts available and you need only submit one application for both roles, but you can indicate a preference if you wish.
Our sectoral approach aligns to the Science and Technology Framework priorities with a focus on four critical technologies that are crucial to our future prosperity: Future Telecoms, AI, Semiconductors and Quantum. We focus on IP rich, R&D intensive businesses. This includes supporting venture capital backed businesses, and ranges from early start ups to established giants. The team is responsible for managing the Department�s relationship with key technology companies. For international activity, there is a heavy focus on the 12 markets that have been designated as a Strategic International Partner (SIP) in Science and Technology � all are in North America, Europe and Indo Pacific.�
The team of 15 in total is structured to correspond with the technologies and their most important markets. One co-leader is responsible for AI and Future Telecoms and focuses mainly on North America and Europe. The other co-leader is responsible for Quantum and Semiconductors and focuses mainly on Indo Pacific.
Job description
You will report to the Deputy Director � Technology and be part of a newly restructured team working on one of the most dynamic portfolios in Government. You will work closely with the DD for Tech Policy and other G6s, building an ambitious and single business plan to deliver on this growth agenda. This will require strong project management skills and excellent leadership to inspire and motivate the team.
The role mixes leadership, policy, delivery and external engagement. �Above all, your goal is to ensure that your team spends it�s time on activity that will help jump start UK economic growth. The successful candidate will join the management team of the Science and Technology Directorate. The role involves the day-to-day management of a team of civil servants with a diverse range of backgrounds. A key part of the role will be working across DBT, Government and with key external stakeholders to deliver � whether that be individual companies, investors ( venture capital) or stakeholders ( trade associations).
More specifically, you will:
Translate the big picture into action � take strategic direction and turn it into work plans, programmes and activity.Develop a high performing team, monitoring team performance against goals, altering approaches as needed.Line manage one/two G7s, one G7 specialist and the broader team.Account manage key relationships across DBT, wider Government ( DSIT, UKRI), business and external partners.Act as a change agent within Directorate and BG.Be passionate about people and their development.Act as an internal and across Government champion for team/sector interests.Play an active role in the Science and Technology Senior Management Team, leading by example to create a high performing, engaged and inclusive culture.Activity falls into 4 key areas, which will evolve as the team�s business plan develops:
Policy: Hold lead responsibility for our economic growth agenda across your two technologies, and priority market countries. Support your team to build strong relationships with colleagues across DBT, in DSIT and overseas posts to ensure teams are working together to advance our Science and Technology Superpower agenda. Develop your team to become a centre of expertise on your technology verticals, able to engage with authority across Government and with Ministers and senior civil servants on their importance in contributing to the UK�s economic growth. Everyone in the Directorate is expected to achieve a foundation level knowledge of the critical technologies, and to obtain practitioner level of at least one by the end of their first year.
Business engagement: You will lead your team to develop a programme of active engagement with technology companies to understand the barriers they face, and then use this intelligence to influence and work with partners across industry, DBT and Government to overcome those barriers, deploying the levers at DBT�s disposal. This will include relationship management of a group of technology companies in your verticals that have been identified as important to DBT�s growth agenda and, more broadly, increasing our engagement with the sector (eg trade associations, key clusters) to develop strong sectoral knowledge and influence.
International trade and investment activities: Trade and investment will be one of the levers that DBT is uniquely placed to use to support the international growth of technology companies. To deliver, you will need to develop close relationships with our heads of trade and investment in your priority markets to ensure they are kept abreast of our focus areas and economic growth objectives. You will oversee your teams� trade and investment activity, ensuring all activities are delivered to the highest standards and generate strong commercial outcomes. This may involve being responsible for the overall delivery of core projects including London Tech Week.� There will be a keen focus on monitoring and evaluating the impact of your team�s activity to ensure highest value for money and feeding into DBT and DSIT teams the outcomes and insights generated.
Corporate: There will be range of work areas that will be divided up between the two G6s, including budget management, L&D/upskilling programme, M&E framework. You will be an active member of the SLT of the Science and Technology Directorate, helping shape its direction and adopt a personal corporate leadership objective, including arranging an L&D session for all S&T staff.��
