Overview

Buckinghamshire Council is seeking a dynamic and experienced Data Lead to join our progressive team. This pivotal role requires a strategic thinker with a proven track record in leadership and exceptional stakeholder management skills to join the ONE Uniform Programme Team, to help deliver an exciting new programme. You will be an exceptional individual who is goal-oriented and has a proactive attitude plus a relentless focus on results.

The ONE Uniform Programme is a major initiative to integrate the systems of our four legacy areas (Aylesbury Vale, Chiltern & South Bucks, Wycombe the County Council) into one single instance of Idox Uniform. This will enable a consistent and efficient service delivery across the council, as well as reducing costs and risks associated with maintaining multiple systems. The Programme aims to deliver a unified, fit-for-purpose and user-friendly system that meets the current and future needs of the council and its customers.

One of the main objectives of this role is to ensure that the data from the four legacy systems is successfully migrated to the new single instance Uniform. This will require a high level of data quality, integrity and security, as well as the ability to resolve any data issues or conflicts that may arise during the migration process. To achieve this, you will need to have experience in managing and leading a team of data analysts who can perform data mapping, cleansing, validation, testing and reporting activities. You will also need to coordinate with other workstreams, stakeholders and suppliers to ensure that the data migration is aligned with the overall programme plan and objectives.

We are looking for someone with excellent listening, communication and interpersonal skills with the ability to engage with clients, assist with reviews, one–to-one interviews and workshops. Experience with Idox’ suite of products and data within the context of use within Idox’ Uniform would be ideal.

Please note this is a secondment/fixed term contract opportunity for 12 months.

About us

The ONE Uniform Programme Project Team has been established to deliver the ONE Uniform Programme. The team mainly consists of existing staff that have been seconded to the Programme. The main goal of the programme team is to deliver the programme within time and budget in a collaborative way to ensure everyone impacted by the Programme is taken on the journey with us.

Working as the Data Workstream Lead, you will work closely with the Programme Manager, other workstream leads, Project Officers and other colleagues in the services benefiting from this change.

About the role

As one of the Programme’s technical and operational data experts, you will help to develop and design solutions in synchronisation with the needs of the business organisation.

Key Responsibilities:

Lead the development and implementation of data strategies and policies. Manage and mentor a team of data analysts, fostering a culture of continuous improvement and innovation. Act as the central liaison for data-related services, ensuring compliance and governance across the directorate. Drive change and support projects that enhance business and governance activities. Manage and co-ordinate complex work programmes to effectively deliver Council / national strategies, requiring a high level of personal expertise and experience to ensure the delivery of the specialist services. Support the development and implementation data requirements for the specialist area. Collaborate with colleagues, stakeholders, business representatives, subject matter experts, partner authorities and suppliers to design and implement solutions for the Programme including IT systems and programs Prepare and present complex / sensitive reports and management information to internal and external decision-making bodies. Provide expert advice, guidance, support and challenge on a full range of technical / professional issues within field of expertise to a range of internal and external customers / stakeholders and suppliers, as appropriate to and as required by the Programme. Manage escalated and complex enquiries to satisfactory conclusion, escalating further if unable to resolve.

Any-Desk:

As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

About you

Demonstrated leadership in managing teams and complex projects. Strong experience in stakeholder management, with the ability to engage and influence at all levels. A history of successful collaboration with internal and external partners to achieve organizational goals. Good knowledge of the service areas and the inter-relationships with other services and external agencies and partners that fall within the scope of the Programme Excellent knowledge of Uniform, Uniform data, IDOX Public and Consultee access, Enterprise, GIS systems and other digital tools such as PowerBI Strong business acumen to be able to relate IT needs of the business with its business needs Excellent interpersonal, persuasion, negotiation and communication skills Educated to degree level in a computer-related course with certification or equivalent certification and/or experience Project Management training and certification
