The Nuclear Transport Operations (NTO) programme is planned and delivered by the Nuclear Transport Operations Group (NTOG) which includes working with multiple Defence and Industry stakeholders.� In this joint endeavour the DNO team is the �NTOG HQ� and is accountable for planning and delivering the programme,for coordinating inputs from the other NTOG organisations and for engaging with wider NTO stakeholders such as civilian emergency authorities, military sites and Regulators.
Within the NTOG HQ the purpose of the Technical Assurance function is to agree and set engineering standards for NTOG HQ related activities, and assess application and compliance that safety, security and performance requirements are both met and maintained.�
This post can be based in Bristol or Reading with regular travel between sites.
Job description
This position is advertised at 37 hours per week.
NTOG is subject to the direction and guidance of six regulatory bodies. The successful candidate will be working in the Technical Assurance team within NTOG and will act as the focal point for all matters pertaining to NTOG Nuclear Security Management.��
The successful candidate will liaise with DNO security communities and NTOG stakeholders, and participate in relevant management and governance fora, in order to ensure that the Transport programme�s specific needs are properly accounted for in decision-making concerning the overall Warhead portfolio.
You will:
Be responsible for the delivery of an NTOG security assurance programme, working closely with NTOG stakeholders to assure operational delivery and planning, and with DNO Security Assurance teams to ensure local security plans, departmental policy and regulatory expectations are met and appropriate evidenced.Develop and implement compliant Transport Nuclear security policies and plans for the DNO Transport Operating capability and assure their effectiveness via internal assurance and audit. Act as the Intelligent Customer for all contractual outputs to satisfy Transport Nuclear Security Requirements.�Use your knowledge and understanding of policy and regulatory expectations to assess, evidence and categories of change ascribed to each proposal. Ensure correct scrutiny and diligence is applied to scope, specification or programmatic change in accordance with regulatory boundaries and compliance with Safety & Security Authorisation Conditions and, where required, Defence Security Regulations.Manage Hold Point Control Documents and ensure Hold Point criteria is being managed and delivered in a timely manner.�� Develop and co-ordinate the production of regulatory claims and supporting evidence, developing assurance compliance statements where required.This post is on the MOD Civilian Nuclear Post Control List (PCL) and may attract the Nuclear Recruitment and Retention Allowance (RRA). This is a discretionary allowance. The post being listed on the PCL does not mean that the post holder will have an automatic entitlement to receive the RRA. The NSQEP RRA is not a contractual allowance and can be amended or withdrawn without notice in line with MOD Main and Submarine Delivery Agency policy.
