Job summary

The job of the Ministry of Housing, Communities and Local Government is to create great places to live and work, and to give more power to local people to shape what happens in their area.

The government has stated that homelessness levels are far too high. This can have a devastating impact on those affected and have stated that we must address this and deliver long term solutions.

The Homelessness Advice and Support Team (HAST) was set up to provide advice and guidance to local areas in implementing the Homelessness Reduction Act, and the team has continued to work closely with local authorities on delivery of the new duties, improving homeless services, reducing the use of poor quality temporary accommodation. HAST advisers also support local areas to reduce rough sleeping, with a particular focus on prevention of single homelessness and the provision of accommodation with appropriate support.

We are now recruiting for a HAST Senior Homelessness Adviser to cover the north and midlands.

Job description

Managing a team of HAST advisers working with local authorities in the north and midlands, ensuring that staff are well supported and work is delivered effectively and to demanding timescales.

Delivering adviser support to local authorities that draws on expert experience and national good practice to deliver advice and support that is relevant to local context and issues, including providing the wider adviser team with additional guidance and challenge to areas where needed.

Supporting work to improve the delivery of homelessness services, embed the Homelessness Reduction Act, help local authorities build a preventative approach and reduce the use of poor quality temporary accommodation. This includes working collaboratively with local areas and wider government departments to improve practice and influence local delivery.

Providing guidance and leadership to the adviser teams on delivery of MHCLG funded accommodation programmes. Working closely between delivery teams and local areas to support the delivery of units and support for people who are homeless or rough sleeping.

Supporting the collection and analysis of statutory homelessness data returns to effectively record and analyse trends in homelessness and delivery.

Providing targeted challenge and support to help local areas to improve practice and performance, and particularly to reduce the use of bed and breakfast accommodation for families.

Supporting the development of effective policy and delivery design through the sharing of experience and information about local areas including needs, trends and effective practice.

Delivering presentations, workshops and events, disseminating good practice information and advice across various media.

Person specification

An expert and senior leader in the field of homelessness with experience of leadership at a senior and strategic level preferably within a local authority homelessness service. This is to include a proven track record in delivery and improvement of services.Comprehensive knowledge and understanding of legislation, policy and practice relating to homelessness in England; including strong expertise and understanding in the factors that cause homelessness, as well as how prevention, intervention and accommodation options are developed, funded and delivered by local areas.Excellent knowledge and understanding of local government, key partners and stakeholders, their roles and interests, and the operational and political context in which services are provided to people at risk of homelessness.Excellent communication and interpersonal skills, including ability to motivate and inspire individuals and groups and to support the development of partnerships around shared commitments to improve outcomesStrong verbal and written presentation skills including the ability to disseminate complex information to non experts, and to be able to speak to a variety of forums including national conferences and events.An excellent understanding of equality and diversity and issues surrounding disadvantage and discrimination, and the ability to advise and support local authorities to provide excellent customer care to all sections of their community.Experience of providing advice, guidance and support to local authorities to improve the delivery of their services, and to achieve better outcomes for homeless people.Experience of working within a political environment, providing advice and guidance to Elected Members/Boards and Senior Leadership TeamsThis post is based in the North of England and supports local authorities and a team of advisers in the region. Therefore the post is required to be based in the offices as advertised or within the north of England.
