Job Summary

The Ministry of Housing, Communities and Local Government is seeking a highly experienced and skilled Senior Homelessness Adviser to join our team. As a key member of our Homelessness Advice and Support Team (HAST), you will play a critical role in providing expert advice and guidance to local authorities in the north and midlands.

Key Responsibilities
  • Manage a team of HAST advisers, ensuring they are well-supported and work effectively to deliver high-quality services.
  • Deliver expert advice and support to local authorities, drawing on your extensive knowledge and experience of homelessness legislation, policy, and practice.
  • Support the development of effective policy and delivery design, sharing your expertise and knowledge of local areas, needs, trends, and best practices.
  • Provide guidance and leadership to the adviser team on the delivery of MHCLG-funded accommodation programs, working closely with local areas and delivery teams.
  • Support the collection and analysis of statutory homelessness data returns, ensuring effective recording and analysis of trends in homelessness and service delivery.
  • Provide targeted challenge and support to help local authorities improve their practice and performance, particularly in reducing the use of bed and breakfast accommodation for families.
Requirements
  • Expert and senior leader in the field of homelessness, with experience of leadership at a senior and strategic level, preferably within a local authority homelessness service.
  • Comprehensive knowledge and understanding of legislation, policy, and practice relating to homelessness in England, including strong expertise in the factors that cause homelessness and how prevention, intervention, and accommodation options are developed, funded, and delivered by local areas.
  • Excellent knowledge and understanding of local government, key partners, and stakeholders, their roles and interests, and the operational and political context in which services are provided to people at risk of homelessness.
  • Excellent communication and interpersonal skills, including the ability to motivate and inspire individuals and groups, and to support the development of partnerships around shared commitments to improve outcomes.
  • Strong verbal and written presentation skills, including the ability to disseminate complex information to non-experts, and to speak to a variety of forums, including national conferences and events.
  • An excellent understanding of equality and diversity and issues surrounding disadvantage and discrimination, and the ability to advise and support local authorities to provide excellent customer care to all sections of their community.
  • Experience of providing advice, guidance, and support to local authorities to improve the delivery of their services and achieve better outcomes for homeless people.
