An exciting opportunity to be the lead local contact for all Pembrokeshire County Council (PCC) Managed Gypsy and Traveller Sites.

This joint building maintenance and housing services post will involve overseeing repairs across all PCC Gypsy and Traveller Sites throughout Pembrokeshire to ensure that quality standards are achieved. The post holder will be proctive in solving a wide range of customer enquiries and problems on a day to day basis, working with identified departments and partners to make and communicate clear and sensible decisions to tenants.

The post holder will also provide the full range of maintenance services from pre inspection, works scheduling to a full condition survey (including asbestos) and monitoring the performance, work and capacity of external framework contractors and supervision of in-house operatives.

Principal duties and responsibilities:

  • Take responsibility for ensuring the management of Tenancies through the identification of vulnerabilities, ensuring referrals for support are established as soon as possible to assist tenant with sustaining tenancies, as well as communicating with a range of colleagues across Housing Management and the Council, in order to ensure a joined up approach to management of the Gypsy and Traveller sites.
  • Responsible for undertaking regular inspections of Gypsy and Traveller Sites and individual pitches to assess condition, diagnose problems and provide repair / maintenance options complete with technical explanations and detailed cost information.
  • Undertake visits to Council managed Gypsy and Traveller Sites in order to establish accurate information in respect of authorised occupation, including initial and annual tenancy visits abandonment and illegal occupation and providing enforcement of tenancy regulations.
  • Responsible for implementing and practising health and safety management procedures and risk assessments in accordance with the HSE Guidelines and current legislation on all managed sites.
  • Responsible for the development of policies and procedures relating to the Gypsy & Traveller Sites and allocate individual pitches in accordance with these.
  • Ensure consistency in impartially and comprehensively conducting initial investigations and ongoing managementof all types of tenancy breach, and be proactive in initiating the necessary resolutions, including attendance at Anti Socila Behaviour meetings, case conferences, court liaising with/ referring to relevant statutory and third sector services.
  • Responsible for processing Mutual Exchanges in line with Mobile Homes (Wales) Act 2013 and procedures, appropriately updating records on IT systems.
  • Demonstrate a team focused approach, taking responsibility to ensure understanding of colleagues' workloads and in providing necessary cover in times of absence or particularly busy periods.
