We have an exciting opportunity to join the Service Improvement and Governance team in the role of Progamme Development Officer.

The Programme Development Officer is responsible for leading teams to deliver project(s) that span across one or more service areas.

In the role you will be required to manage resources, schedules, finance, and control guidelines throughout the full project development life cycle. This also includes management of issues, risks, and project change requests to ensure successful and on-time project delivery.

You will have the authority to run projects on a day-to-day basis, verify that the project produces the required deliverables of quality, within the specified constraints of time and cost and to achieve the potential benefits defined in the relevant business cases.

This will require the implementation of robust workstreams for all projects, with appropriate change control processes. You will regularly review and update project programmes, and report significant variances to the Service Improvement & Governance Manager.

A key function is to identify, develop, and initiate innovations and solutions where precedents and procedures may not exist. It will need a cross-functionally approach to solve problems and implement changes.

You will analyse decisions and actions to support the strategic direction of larger scale projects and will also support senior management to find solutions for complex transformational work programmes.

Shortlisting will be based on the criteria listed below:

Experience of delivering all aspects of project management including planning, risk assessment and budget control

Experience of undertaking consultations to inform the public about proposals, seek their views, and accurately report those views to officers to assist in decision making in the formation of projects for delivery.

Excellent communication skills ensuring that the community, partners and stakeholders are kept informed about progress on the development of projects.

Experience of identifying and solving problems including working collaboratively with others to initiate positive change.

Until 31st March 2026 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a monthly deduction from each pay period over the full financial year.
