Serco have an exciting opportunity for a Head of Vessel Replacement Programme (VRP) to join our Maritime team. Under the Maritime Services contract for the Royal Navy, Serco is responsible for the long-term operation of approximately 100 vessels in the three UK naval ports (Portsmouth, Devonport, and Clyde). Vessels are primarily small commercial vessels such as tugs, passenger transfer boats, workboats, and barges. As part of the ongoing renewal of the fleet, Serco is currently responsible for a programme to replace a significant proportion of the vessels, all to be procured in a single package with an internationally recognised shipbuilder. The Vessel Replacement Programme (VRP) has been in the planning stages since early 2023 and Serco is now entering the contract mobilisation phase. The replacement of obsolete and aging vessels is an ongoing responsibility for Serco.


Reporting to the Director of Maritime Services this role will be responsible for delivering this multi-year, multi-million-pound VRP to time, budget, and quality. The Head of VRP will be accountable for programme activities, financial and commercial elements, technical activities and contractual interactions with the shipyard. The Head of VRP will line manage a team of approximately 10 people and will lead from the latter stages of contract finalisation through to programme completion. The Head of VRP will work closely with the Serco operational team, regulatory bodies, and the MOD customer. The role will be a senior position in Serco due to the size, complexity, and importance of the programme.


Main Accountabilities:

  • Overall responsibility for the Vessel Replacement Programme contract in all respects.
  • Ensuring that the VRP technically meets the customer requirement and that all vessels are accepted by the customer.
  • Accountable for the programme meeting the agreed schedule, budget and quality.
  • Financial performance of the contract.
  • Ensuring compliance with all applicable Flag, Class, MCA/DMR and other regulatory requirements, providing senior escalation for issues.
  • Accountable for the development and management of safety cases.
  • Escalation route for commercial and contract issues.
  • Management of the supply chain, leading on the senior relationship with the shipyard.
  • Timely and accurate reporting of progress to relevant stakeholders.
  • Accountable that the VRP project management function delivers effectively.
  • Effective governance protocols to enable accurate reporting and tracking of issues.
  • Accountable for document control and information management, demonstrating best practices in an ISO9001 context.
  • Communication to the wider Serco team and senior representation for the VRP.
  • Management of relevant VRP risks throughout the programme.
  • Line management of the VRP team.

Essential Qualifications

  • Professional qualification (ideally to degree level) in Engineering, Programme Management, Contract Management or another subject relevant to the role.
  • Chartered Engineer or equivalent level of professional endorsement.
  • Current driver's licence.
  • Able to achieve SC Security Clearance.

Essential skills and experience

  • At least 10 years senior management experience in maritime design, build and/or engineering programs.
  • Contract management experience, ideally with extensive commercial shipbuilding/ boatbuilding contracts, with a proven pedigree delivering to time, budget and quality.
  • Significant commercial experience managing sub-contractors, and ideally managing large sub-contractor long term relationships.
  • 10+ years line management and leadership experience of multi-disciplinary teams.
  • Strong technical knowledge relating to vessels similar in nature to those in the Serco fleet, ideally including experience around design, build and acceptance.
  • Understanding of Class, Flag and Naval regulatory requirements.
  • Strong communication skills, both verbally and in writing, and to a wide range of audiences.


Desirable

  • Certificate or qualification in Project Management.
  • Computer skills: MS Office suite, CAD, Primavera P6 and SAP.
  • Knowledge and experience of MOD contracting and procurement.
  • Proven skills and experience working in a collaborative matrix organisation.
  • This role will be based full time in Portsmouth Naval Base, working in the office for a minimum of 2-3 days per week. The incumbent will be required to travel to other Serco locations including HMNB Devonport and Clyde and will also require intermittent travel to shipyard locations in the far east and central Europe. We will consider requests for flexible working if required.
