West Coast Partnership Development (WCPD) is working with Department for Transport (DfT) and HS2 Ltd to design, develop and put in place the new world-class, high-speed services that will run on HS2.

This is an exciting opportunity to join the WCPD PMO team as our Project Manager for Business Planning.

The purpose of the job

  • Manage WCPD corporate business planning, supporting the WCPD Executive team to set objectives, goals, and targets, develop business and continuous improvement plans and to monitor delivery against these.
  • Manage the development and submission to DfT of WCPD Annual Business Plan.
  • Portfolio and project management of WCPD business improvement/change projects.

Key responsibilities

  • Manage WCPD corporate business planning:
    • Lead the WCPD annual corporate business planning cycle and facilitate the delivery of the required meetings, workshops, briefings and deliverables.
    • Support the WCPD Executive team to set objectives, goals and targets, and to develop strategic and tactical business and continuous improvement plans.
    • Facilitate WCPD Executive monitoring of business performance throughout the year, including KPI management and enabling appropriate reporting and escalation of risks and issues.
    • Align process and timings with Avanti, DfT, HS2 Ltd and NR where needed.
    • Identify and lead projects to deliver continuous improvement in business planning and business management.
    • Identify and implement lessons learned.
  • Manage the development and submission to DfT of the WCPD Annual Business Plan.
    • Ensure timely delivery of a high quality business plan which meets the needs of the business at both tactical and strategic level.
    • Establish and manage a process for developing stakeholder input (including DfT, HS2 Ltd, Network Rail and Avanti) and buy-in to the annual business plan that ensures wide level of shared understanding and consensus on priorities.
    • Ensure Annual Business Plan meets all contractual and governance requirements.
    • Project management of the process including completion of assurance and governance.
    • Develop content as required.
    • Build good relationships with the DfT commercial management teams to align expectations from the Annual Business Plan.
  • Provide secretariat for WCPD Executive and Senior Leadership Team meetings.
    • Manage the forward agenda and alignment with the WCPD business planning cycle and other governance meetings.
    • Manage the quality of papers and content, and collate and issue papers.
    • Manage and follow up on actions.
    • Organisation of the Senior Leadership Team away days.
  • Portfolio and project management of WCPD business improvement/change projects.
    • Document and manage the portfolio of WCPD business improvement/change projects identified by the business planning cycle.
    • Establish reporting and escalation.

The role is based in London (338 Euston Road) and with the requirement for some travel on our network at times. The expectation will be a minimum 3 days per week in the office.

West Coast Partnership Development

West Coast Partnership comprises two distinct parts – Avanti West Coast and West Coast Partnership Development. Avanti West Coast runs the InterCity West Coast train services from London to north England, north Wales and Scotland.

Our work in WCPD is focused on developing plans for what the new high-speed services will look like (customer experience), how they will work (railway operations) and how we will start running new services and trains (mobilisation). Over the next 10 years we will develop and implement a programme (HS2 Ltd are building the new railway and associated infrastructure).
