Romsey, Hampshire, United Kingdom Hampshire County Council Full time

If there is a high number of applicants this advert may close early, so please apply as soon as possible. Shortlisting and interviews may take place before the closing date.

The Role:

This is an exceptional opportunity to lead the creation of a team and the development of a service at Hockley House; a ground-breaking new Children's Home and the first of its kind in the county.

Take a look around Hockley House and find out more via our video here.

The Opportunity:

We're seeking a visionary professional to champion the establishment and management of Hockley House, an innovative Ofsted-regulated Children's Home.

Designed to cater to the intricate needs of a select group of up to three children aged between 12 and 17, Hockley House is a warm and welcoming home consisting of three self-contained living spaces with shared communal spaces. Whilst maintaining its traditional features, the home has undergone extensive refurbishment to achieve an exceptionally high and modern standard, with superb accommodation and facilities for children and staff. Located near the centre of historic Romsey, it also benefits from convenient transport links and amenities.

This cohort of children require substantial support beyond traditional care settings but fall short of criteria for hospitalisation or secure accommodation. Through a joint agency intervention model, incorporating expertise from Children's Services, education, and co-located Health Services, we aim to provide a nurturing environment centred on structured activities and therapeutic intervention. Our aim is to preserve family connections where possible and facilitate successful transitions to independence or family reunification.

As Registered Manager, you will receive support from a Deputy Manager who is a qualified clinician, alongside an extensive team of supervisors and care staff. Together, you will collaborate with external services to provide comprehensive care for each child who will reside at the home, ordinarily for a period of up to nine months. The Hampshire Children's Services Directorate is experienced in running residential and secure children's homes and you will sit within this well-established management group to share expertise and knowledge.

At Hampshire, we have worked closely with young people who have lived experience of living in care and CAHMS intervention to understand the 'voice of the child'. This has helped to inform the make-up of Hockley House and what is important for children when they move in. Once in post, you will have the opportunity to expand on this work and continue seeking the 'voice of child' to shape the development of the home.

Once in position as Registered Manager, we will process the homes registration with Ofsted. Therefore, your primary focus upon joining Hampshire County Council will be to work with the project team to ensure a seamless and successful opening of Hockley House.

About You:

We seek an individual deeply passionate about making a positive impact on children's lives, eager to collaborate within a supportive team environment, and committed to driving innovation. You'll need to have extensive, relevant experience in residential care for vulnerable children and be able to assume a pivotal role in ensuring the service's adherence to rigorous quality standards.

Your strategic insight and adept communication skills will drive the delivery and ongoing enhancement of our services. Leveraging a multidisciplinary approach and fostering collaborative partnerships, you should have the skill to cultivate a culture centred on the well-being and aspirations of each child, maximizing their potential for positive outcomes.

Meeting the 'fitness' requirements to register as the Manager (The Children's Homes Regulations 2015, Regulation 28) you should also hold the Level 5 Diploma in Leadership and Management for Residential Childcare or an equivalent qualification. If you do not hold your Level 5 qualification, we will fully fund this, and it must be completed within three years.

What We Can Offer You:

In return, Hampshire County Council can offer you an improved work-life balance through our excellent benefits package including:

  • Learning and Development: Following a period of thorough and supportive induction, you will receive regular supervision and professional mentoring, have access to excellent training opportunities and will be supported to develop your professional skills and interests.
  • Family friendly policies: We offer a full range of family-friendly policies. These include generous maternity, paternity and adoption entitlements.
  • Health and wellbeing: We provide an array of services, networks and training to support your health and wellbeing as an employee of Hampshire County Council.
  • Staff discounts: You'll have access to a range of discounts on goods and services. These include holidays, insurance, loans, health and fitness, broadband TV and phone, food and drink, and much more.
  • Annual leave: We offer a generous annual leave entitlement. You will receive a minimum of 24 days per annum (pro rata) rising to a maximum of 30 days (pro rata) after 5 years' service, plus Bank Holidays.
  • Travel support and discounts: You're able to access a range of travel discounts such as 10% discount on MOTs, a range of cycling discounts with selected retailers and 0% interest loans.
  • Local government pension: All Hampshire County Council employees are eligible to join the Local Government Pension Scheme.

If you're ready to make a tangible difference in the lives of vulnerable children and join an outstanding local authority, we want to hear from you.

Join us at Hockley House: designed for brighter futures.
