Role Overview:
* Provide leadership, development and effective management of our clients asset management, responsive repairs and voids, planned and cyclical maintenance and portfolio management.
* Support the Director of Property Services to deliver organisational strategies and commitments.
* Manage and mitigate risk to ensure our clients asset portfolio is safe, compliant and performing to its maximum potential.
* Ensure our client meets its regulatory objectives including to the new Regulator of Social Housing.
* Support the delivery of our clients Asset Management Strategy, including the delivery of our reinvestment programmes, environmental sustainability commitments and to support the organisation's strategic objectives and growth plans.
Key Responsibilities:
* Produce clear, relevant and well-articulated papers, reports and correspondence, as required, including regular reports relevant to own areas of responsibility to the Director, Executive Team and Trustees.
* Continuously refresh own expert knowledge and understanding of statutory and legislative aspects of housing sector governance and best practice and to advise the Director of any implications of relevant changes or developments in the regulatory landscape.
* Ensure transparency and accountability to the Leadership Team for asset management, repairs and portfolio decision making and outcomes.
* Lead on procuring and developing industry standard service delivery partnerships, building strong relationships with sector leading supply chain to provide high quality, customer focused services that meet client needs, deliver cost efficiencies and value for money.
* Assume delegated responsibilities and represent our clients , as required by the Director of Property Services.
* Relevant to own areas of responsibility, lead on shaping and delivering our clients approach to legal and regulatory compliance, including the Social Housing Regulation Act and the Decent Homes Standard.
* Support the Director with strategic development, business planning, operational and financial management in association with regulatory and legislative obligations and our clients strategic plan and organisational objectives.
* Lead the development of robust contract management regimes with the appropriate resources and performance monitoring to ensure the effective delivery of our services prioritising health and safety, quality, customer experience and cost control.
* Oversee the development of a comprehensive contracts register and work with the procurement team to ensure that all procurement is delivered within our clients standing orders and legislation and provides demonstrable value for money.
* Working with client groups and internal stakeholders, embed a customer focussed approach to continuous improvement to enhance the quality of service and adapt our service to meet the changing needs of our clients, by reviewing customer feedback and complaints regularly and use these to improve the service.
* Develop and oversee an operational risk register which feeds into the departmental and directorate risk register outlining key risks and associated mitigations providing assurance to the Leadership team and Trustees.
* Lead on all audits, reviews and investigations in relation to own areas of responsibility and management.
* Support and lead where appropriate on the development of policies, asset management strategies and asset standards.
* Through building positive internal relationships, support a programme of systems development and implementation, including a new asset data management system that will drive the digital transformation of the assets and repairs service resulting in improvements to the customer experience, the performance of our buildings and process and cost efficiencies.
Asset Management
* Actively support and lead where appropriate on the delivery of our clients Asset Management Strategy within the context of the Strategic Plan to deliver on its core purpose and priorities and meet statutory, regulatory and financial obligations.
* Oversee the maintenance and improvement of the quality and range of asset data and the way it is captured, stored, managed and integrated to successfully inform investment and active asset management decisions and planned programme priorities.
* Develop accurate asset and stock condition data and implement asset quality standards - including through rolling stock condition surveys to inform investment decisions, support our clients sustainability agenda, meet our regulatory obligations and improve the performance of our buildings.
* Oversee the development of the 5-year investment programme and ensure it is managed efficiently, planned well, delivering on time and to budget to maintain good quality, high performing, value for money homes and projects.
* Collaborate with internal and external stakeholders to support the delivery of our clients Environmental Sustainability Strategy to achieve carbon reduction targets.
* Working in collaboration with other key stakeholders, develop and oversee the delivery model for on-boarding new buildings and lease dilapidations.
Repairs
* Oversee a customer focused operational delivery of repairs, voids, complex repairs, disrepair, out of hours, surveying and technical support with a particular focus on quality, satisfaction and value for money.
* Ensure the repairs and voids service is delivered in line with our clients policy, reviewing the policy at regular intervals to ensure it aligns with statutory requirements and sector best practice.
* Cultivate a robust, customer centric approach to repairs delivery including the development of comprehensive process and procedures and ensuring partner contractors align with our clients approach.
* Lead on the review of methodology to capture and report on customer satisfaction and oversee the implementation of a robust quality post inspection regime.
* Responsible for developing and managing a responsive, enhanced complaints response process delivering to the highest standard with the customer as its focus.
* Identify the management reports needed to ensure that the repairs service is achieving its targets and financial objectives. Use these reports with staff to ensure objectives are met and to take action where necessary.
Portfolio Management
* Oversee the development and management of a robust stock appraisal process focused on maximising the value and performance of our portfolio, including scheme option appraisals - making retain, remodel, regenerate, renew or disposal recommendations.
* Ensure we have the correct tools, systems and processes to support the delivery of tangible, informative options appraisals.
* Oversee the development of comprehensive policies and procedures relating to all aspects of portfolio management considering our clients overarching strategic objectives and asset management strategy.
* Oversee and approve the gateway process and feasibility reports based around set criteria for disposing of assets.
* Support building a strong collaborative relationship with internal partners such and the Development Team and Assets Team to promote the successful delivery of refurbishment, redevelopment and sustainability projects.
* Support the development of a clear property on boarding and exiting process to ensure the safe and efficient on boarding of asset with all objectives met.
* Ensure the development of robust reports to generate accurate portfolio performance indicators and management information.
* Oversee and approve the appointment and relationship management of relevant consultants as appropriate (including solicitors and consultants) to advise on the legal and valuation aspects of appraisals and disposals.
* Oversee the management of any empty properties, including development options, making recommendations for future use
