We currently have a vacancy for a HR Data, Systems and Establishment Officer to join our Human Resources team.

The Role:


As a HR Data, Systems & Establishment Officer, you will be the technical lead on the development, provision and analysis of HR data and management information.

You will contribute to the delivery of the organisational EDI plan through the provision of key data, reporting and analysis.


Be able to provide expertise on key performance indicators and data in relation to HR metrics and business wide requirements, providing appropriate reporting and analysis to support HR's and the Combined Authority's business plans and strategies.


Manage and control the organisational establishment within the HR system ensuring accuracy the right tools are in place to collect and analyse all people information and intelligence.


Reporting into the HR Business Partner, the key responsibilities are but not limited to:

  • Taking responsibility for the provision of regular reports, management information and KPI data to track HR and organisational effectiveness and add value to the organisation including both ad hoc and scheduled reporting and analysis.
  • Taking responsibility for the analysis of HR data, identifying trends, concerns and translating data into meaningful information and reports with a key focus on the provision and analysis of EDI data.
  • Communicating and engaging with stakeholders to determine the organisation's HR data requirements, using technical expertise to provide advice around methods of selection and presentation to provide fit for purpose management information which business decisions can be based upon.
  • Ensuring the Combined Authority's statutory obligations to report key data are complied with, i.e. workforce audits, transparency data, gender pay gap etc.
  • Taking responsibility for ensuring that the HR system is configured and maintained to reflect the organisation's structure and establishment, ensuring accuracy.
  • Contributing to the implementation and development of a new HR/ Finance system, being a lead technical expert on the system to support embedding it within the team and organisation.

About you

You will have the following key skills, attributes, education and experience:

  • Educated to degree level in a business field, or significant practical experience of HR data systems, processes and internal establishment control and maintenance.
  • Demonstrable ability of reporting from HR systems and databases, researching, interpreting and analysing complex data metrics and presenting this is an easily to understand format, providing analysis, reasoning and translation into everyday solutions and recommendations.
  • Significant experience of working with a range of HR/Payroll related software and systems, understanding database functionality and tables.
  • Extensive practical experience of implementing, developing and reporting on key performance indicators.
  • Proven experience of conveying information in a written, pictorial and oral format in a clear and concise style to influence management decisions.
  • Advanced user of Excel, with strong skills in other Microsoft office and data reporting packages.
