As the Lead Commissioner for Strategic Insight and Assurance within the HROD Strategy and Commissioning team you can be truly influential in making this happen.

Managing a small team, your key responsibilities will be (but not limited to):

  • Development of Insight and Predictive Analytics to enable us to better understand our workforce trends both now and into the future.
  • Data and Reporting including the regular reporting cycle for managers, metrics to assist HR Service Performance, statutory and ad hoc reporting.
  • Horizon scanning for changes to the employment landscape and working with colleagues to assess the impact on the way we currently work.
  • Providing assurance on the HR policy frameworks and the associated review cycle.
  • Developing the Commercial Strategy for our traded services to ensure we remain competitive in an increasingly challenging environment.
  • Contract Management oversight on strategic contracts across HROD
  • Demand Management insight across HROD
  • Ownership of all HR systems, working with relevant suppliers, ICT, and Delivery Leads to develop future roadmaps


You will need to work with members of other teams to deliver your objectives and so you will have a collaborative approach and adopt partnership working to achieve this.


You will have previously managed a team and will be able to create an empowering culture in which your team can thrive.

You will be CIPD Level 7 qualified and be able to demonstrate HR experience across different functional areas.

You will have a strong strategic and commercial focus and be comfortable working with data and HR analytics.

Sector specific experience is less important than your alignment with our values and ways of working.


We serve Warwickshire and you will be required to attend our Warwick site from time to time in addition to other Warwickshire County Council settings where necessary.

Beyond this, our focus is very much on work being what you do rather than necessarily where you do it.
