About Us:

Tempting Recruitment is delighted to present a compelling opportunity with our respected client - a prominent council. We are currently seeking a dedicated Senior Housing Officer to join their dynamic team.

The Position:

The duties you will be performing as part of your role:

  • Lead a comprehensive review of housing strategies, ensuring compliance with the Social Housing (Regulation) Act 2023 and alignment with the Borough's Corporate Plan (currently under review).
  • Support the evaluation and alignment of housing policies with the requirements of the Social Housing (Regulation) Act 2023 and the Borough's corporate policies.
  • Manage relationships between housing strategy and key stakeholders, fostering collaboration with Adult Social Care, Children's Services, Resident Involvement, social landlords, private landlord fora, and community and voluntary organizations.
  • Support the development of a robust housing evidence base, conducting analysis on stock conditions, housing needs, housing market conditions, and socioeconomic data such as the Index of Multiple Deprivation at Borough and Ward levels.
  • Facilitate the commissioning of research into local housing issues relevant to the formulation of housing strategies and policies.
  • Plan and execute consultations with residents and stakeholders on housing strategy and policies.
  • Conduct desktop research on best practices in housing strategy and policy.
  • Provide support to the Housing Director and Assistant Directors by delivering relevant briefings on housing policy and strategy, assisting in Members' oversight and direction.
  • Stay current on housing legislation, consultation documents (green and white papers), statutory guidance, and regulations issued by the Regulator of Social Housing and Housing Ombudsman.
  • Establish and nurture connections with partner agencies, collaborating on housing strategy and policy implementation, including engagement with London Boroughs and the broader housing sector.
  • Keep abreast of publications from housing professional bodies (e.g., CiH, Nat Fed, HQN, HouseMark) relevant to housing strategy and policy development.

About You:

To be successful in this role, you should possess the following qualifications and skills:

  • Desirable degree-level qualification.
  • Possession of Prince2, Agile, or other Project Management qualifications.
  • Knowledge and experience in developing strategy and policy using evidencebased analysis.
  • Proven ability to collaborate effectively with senior organizational leaders to devise innovative solutions to service challenges.
  • Expertise in planning, commissioning, and project managing housing research initiatives.
  • Demonstrated success in fostering partnerships across local authority departments, the broader housing sector, and the voluntary and community sector.
  • Proficiency in presenting complex information to diverse audiences, including directors and chief officers.
  • Experience working in a local authority and navigating a political environment to successfully manage and implement projects.
  • Track record of developing and implementing innovative strategic solutions to complex problems.
  • Competence in analyzing various datasets and synthesizing information for clear presentation.
  • Understanding of the latest trends and challenges faced by local authorities, particularly in the realm of housing.
  • Awareness of legislative changes impacting local government, especially in the context of housing.
  • Ability to work at a fast pace, delivering projects within set timelines and budgets.
  • Adept at establishing positive relationships with colleagues and stakeholders, fostering mutual confidence and respect.
  • Capability to understand the perspective of service users and implement improvements accordingly.
  • Successful track record as a project manager in a large, complex organization, preferably within the public sector or a large Housing Organization.
  • Experience in formulating, leading, and implementing projects that transcend service or professional boundaries, resulting in tangible improvements in service outcomes.
  • Proven ability to establish a robust performance culture, incorporating effective performance measures, evaluating service quality, and enhancing service delivery to meet customer needs and expectations.
  • Strong track record in managing both external and internal contracts.
  • Extensive experience in budget management, risk management, monitoring, and financial control.
