  • We are facing a climate emergency. The Environment Agency is at the forefront of dealing with the biggest climate risks we face. We are responsible for safeguarding water resources in England and protecting the environment. As the water regulator, we take a strategic overview for protecting the environment, managing access to water through licensing and overseeing the actions water companies take to secure public water supplies.

To achieve this, the National Permitting Service (NPS) needs to develop a strategy to ensure we have the resilience to be able to quickly respond to the droughts of the future.

Our role is to work with Water Companies and colleagues from across the organisation and take action to maintain public water supply while protecting the natural environment.


You will:

  • Develop and lead the longterm strategy for managing drought incidents within the NPS
  • Develop plans to maximise opportunities to develop the skills our staff need to respond to drought incidents
  • Provide technical leadership to our network of drought leads
  • Maintain and improve the NPS Drought Plan
  • Work with Permitting Managers to manage complex dependencies
  • Lead and develop internal and external communications in line with strategic direction

The team- You will join our friendly and helpful Water Resources Technical Team within the National Permitting Service and will be well supported by the Permitting Manager.

The team provides services to the Water Resources Permitting Teams located within each Permitting Centre.
The National Permitting Service has responsibility for delivering the majority of the Environment Agency's permitting responsibilities. Permitting is the foundation of regulation, and crucial to the economy, people, and wildlife.

  • Experience/skills required
  • Essential skills for this role:
  • High level of experience and technical knowledge of water resources licensing including drought permits & orders (experience of working with water companies would be beneficial)
  • Ability to develop, lead and oversee new strategies
  • Strong communication and influencing skills and a proven ability to build strong internal and external relationships at all levels
  • Experience of working with people at all levels, with different perspectives and drivers
  • Ability to motivate and enthuse a diverse range of people
  • Ability to provide high level advice, guidance and use judgement, in an appropriate manner, to inform decision making for the business and manage organisational risks
  • Ability to deliver results through others by improving resilience, coaching, and mentoring
