Description


The research, analysis, development, and delivery of these Information Products will provide OSC with an understanding of global technology development trends in 14 Technology Areas identified by OSC as critical to National Security, as well as global private capital market trends related to these technologies.

The research and analysis necessary to develop and deliver the Information Products will necessitate efforts in the following areas:

  • Research and analysis of research, development, and commercial and defense productization in the 14 Technology Areas ("Task Area 1")
  • Research and analysis of private capital market interest in investment opportunities in the 14 Technology Areas ("Task Area 2")
  • Research and analysis relating to additional areas of strategic opportunity that are revealed as relevant to the OSC mission as a result of work conducted in Task Area 1 and Task Area 2
The Global Investment Strategy Lead may perform the following duties:

  • Conduct research and analysis as described, adapting to redirections in emphasis from Department of Defense leadership
  • Coordinate closely with OSC leadership to align the with organizational priorities and investment actions
  • Integrate the work of government employees and contractors for analysis supporting the Information Products
  • Create documents for senior Department of Defense officials and their action officers as well as documents suitable for the public
  • Support interactions between OSC and other stakeholders relevant to achieving OSC's overall mission and the objectives of the OSC global work program area
  • Providing collateral support services, which may include the following areas: developing policies, assist with preparing budgets, assist with agency planning and reorganization, drafting documents, conducting analyses, conducting feasibility studies, developing strategy options, conducting market research associated with contracts or other financial tools, participating as a technical advisor for source selection or eligibility, contract management, and other areas as required and appropriate
  • Participate in conferences or meetings with relevant stakeholders to represent OSC

Qualifications

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelors and ten (10) years or more experience; Masters and eight (8) years or more experience.

REQUIRED CLEARANCE:

  • Active TS/SCI security clearance
  • US Citizenship required

REQUIRED SKILLS:

  • Material expertise that spans global capital markets, critical technologies, and the defense sector to create the required Information Products
  • Demonstrated understanding of Department of Defense technology needs, including an understanding of the needs of senior leadership and end users
  • Demonstrated ability to collaborate across stakeholders in the global defense technology community, including governments and the private sector
  • Strong statistical skills and experience with data analysis tools
  • Excellent verbal and written communication skills
  • Strong attention to detail and ability to work independently
  • Experience managing multiple lines of research as part of a larger research agenda
