At the heart of our enforcement toolkit is the credibility that comes from our independent Enforcement Decision Panel.

Appointed as a sub-committee of our Board, the EDP is the final arbiter in our well-established enforcement process and has been delivering crucial decision on enforcement cases for the best part of the last decade.

And as Ofgem's role and powers have expanded during that time, so too has the importance of the role of the EDP.


EDP panel members will need to be ready to turn their hand to all manner of intriguing cases that cross their desks: from unscrupulous meddling in energy trading markets to the cyber-resilience of our energy infrastructure - the work of the EDP can be as fascinating as it is varied.

Its members therefore need to possess the technical nous to traverse the complex range of issues and rules that each case presents; coupled with the conviction to decide their outcome in the face of potentially competing or finely-balanced evidence.


As the Chair of the EDP you are responsible for bringing the EDP together as a group to ensure that they learn from each other's work and provide a consistent, and consistently high, standard of decision making.

You will be responsible for appointing panels to hear a variety of cases, including for settlement, contest, and for exercising our Order making powers.

The Chair will need to identify the appropriate balance of skills and expertise for each panel.


The Chair also has a key role as the bridge between the EDP and Ofgem, and you will need to build a strong and collaborative working relationship with the Director of Enforcement and the GEMA Chair.

You will also work closely with the EDP Secretariat to ensure the smooth running of the EDP, including engagement with the relevant case teams who will bring matters to the Panel for consideration.

To join us, you'll need to come from a senior background in one of the following areas - Regulated Industry, Consumer Policy, Competition Law, Economics, Compliance and Trading in financial instruments and commodities, or dispute resolution.


Enforcement plays a central role in helping Ofgem to promote and protect consumers' interests, ensuring that companies and market participants comply with their obligations.

The vision for Ofgem's enforcement work is to achieve a culture where businesses put energy consumers first and act in line with their obligations.

To achieve this vision, we have four broad strategic objectives:

Deliver credible deterrence across the range of our functions, stamping out bad and sharp practice and ensuring fair treatment for all consumers, especially those in vulnerable situations;
Enable competition and innovation, which drives down prices and results in better quality and new products and services for consumers;
Ensure visible and meaningful consequences for businesses and, when appropriate, company directors, who fail consumers and who do not comply; and


Achieve the greatest positive impact by prioritising enforcement resources and using the full range of our powers and regulatory "toolkit".
