The post-holder will support Torbay Carers Services Team with defined projects/areas to improve the experience of Carers in Torbay.

Key elements of this role will include supporting the Carers Lead and service managers linking in with partner organisations (existing care providers, community voluntary organisations, and private businesses not currently involved in the care sector) and Carers to meet defined project objectives. The role will also undertake a variety of functions such as Carers Health and Wellbeing checks with Carers who are veterans, or who are caring for veterans, support the delivery of the Carers for Carers volunteer phone line, and support the delivery of breaks for Carers. The role offers a unique opportunity to support the development of services while Torbay Carers Service adapts to ever-changing demands on Carers in Torbay.

The role will include delivering short-term projects on time to achieve strategic demands, while maintaining oversight of the wider Carers Strategy and facilitating its wide-ranging strategic outcomes.

Main duties of the job
  • Supporting Torbay Carers Service to deliver strategic time-defined outcomes in support of Carers.
  • Co-producing developments and engaging with a variety of Carers whenever possible. Bringing in knowledge and expertise from the wider Carers community (Carers, Carer Evaluators, partner organisations etc.).
  • Working to identify opportunities for Carers to have hotel and other accommodation breaks at reduced cost or free.
  • Undertaking Carer support work and Carers Assessments with Armed Forces Veterans and other Carers as needed, who are caring or are being cared for. One-to-one work with Carers to support/signpost.
  • Where Care Act eligible needs for additional support are identified, to arrange basic support (eg. Emotional Support Scheme), or to liaise with other teams to do so as appropriate (eg. Zone Teams, Devon Carers), or to refer onto specialist Carer Support Workers (eg. Mental Health, Substance Misuse).
  • Managing volunteer coordination role for Carer to Carer Volunteer phone line.
  • To support key events for Carers across the year, such as Carers Week, Carers Rights Day and Young Carers Action Day.
  • At all times, to ensure that care and support is delivered in accordance with the Care Act 2014, Children and Families Act 2014, NICE guidance .

  • To provide project co-ordination and support, keeping accurate records as appropriate to the role.
  • To arrange and attend meetings and events as appropriate to the role, which may include events outside of the local authority area on occasion.
  • To arrange and undertake assessments (via phone, Teams, office based or at the individuals home) when required to complete Carers Assessments (Health & Wellbeing Checks).

  • To ensure that the Carers Service Managers are kept up to date on progress, risks and issues which may arise.
Responsibility for patient and client
  • To work with unpaid carers in an effective and supportive way.
  • To be accountable to the Carers Lead, Delivery Manager and Development. Manager for the delivery of agreed outcomes within own work area.
  • To make decisions as appropriate to role and work area.
  • To escalate any risks and issues which may impact the delivery of projects outcomes appropriately and in a timely way.
  • To achieve project goals while exploring innovative solutions and working with Carers Service managers to maximise the impact of strategic projects work strands.
  • Required to travel to locations across the Trust if required by the public/staff.
Policy and service responsibility
  • To contribute to the development of strategy, policy, and process as required.
  • To support continuous quality improvement.
  • To support the delivery of agreed service outcomes.
  • Knowledge of national guidelines and policies in relation to Carers.
  • Contribute the development of the service through objectives set in annual appraisal and supervision.
  • Knowledge of current NHS and social care policies, processes and structures.
  • Awareness to national NHS/Social Care initiatives which will impact on patient/client care and treatment.
  • Pro-active and consistent in relation to service development ideas.
Responsibility for finance, equipment and other resources
  • To ensure that Trust resources are utilised responsibly.
  • To keep financial records as appropriate (e.g., expenses or any costs associated with arranging events, meetings etc.).
  • To ensure any expenditures are authorised by the relevant budget holder.

  • To advocate for the needs and rights of informal Carers.
  • To support from an operational/project perspective the development of local Carers Service provision in Torbay.

Information technology and administrative duties
  • Required to use a VDU for a significant part of each day.
  • Must be able to use word processing packages including Microsoft Word, Excel, Outlook, Teams and a variety of other Trust applications including IHCS and the Trusts Risk Management system.

  • To maintain accurate and up to date records.
  • To prepare or contribute to presentations or reports as required.
