If you do, then the Programme and Project Management Centre of Expertise (PPM-CoE) could be for you. We are looking for a C1 Project Delivery Lead to drive improvement of project delivery in the Scottish Government.


Projects are the means by which the Government delivers on its commitments, with sizable investment and outcomes impacting upon the lives of our citizens.

The PPM-CoE is responsible for enabling the people delivering those projects to build and maintain their capability and to grow their careers.


The PPM-CoE provides a partnering service with hands-on support and advice to programmes and projects; enables the project delivery community to share its knowledge across the profession; arranges and delivers training at leadership, practitioner and awareness levels; and maintains a library of guidance and project registers on behalf of the Scottish Government.


The work is varied, fast-paced, and involves regular contact with other Scottish Government colleagues and external stakeholders at all levels.

You will work closely with other team members to deliver effective services and key objectives.

Responsibilities:

  • Owning the Scottish Government's Major Project Register and the quarterly reporting of its KPIs to ET, the Projects Council, and other senior stakeholders across SG, using the register to develop and maintain project partnering plans for the PPM-CoE.
  • Leading on Project Business Partnering for a specific set of DGs or critical portfolios of work. You'll act as an entry point to the PPM-CoE, leading on arranging and delivering targeted development activities and support, making use of the capability maturity matrix for the Project Delivery Principles.
  • Provide a Project Delivery consultancy service and handonshoulder support to SROs and senior leaders in the SG and its agencies, advising on good practice, acting as a critical friend, and supporting them through their own career and learning journeys.
  • Directly line manage team members, creating a sense of belonging using collaborative, influential and empowering behaviours that motivate people.

Essential Criteria & Qualifications:
Applications are invited for this C1 role as Project Delivery Partnering Lead.

This is a specialist role which requires evidence of a commitment towards continuous professional development, including Project Delivery professional accreditation such as the APM Project Professional Qualification (PPQ) or relevant equivalent; or a clear commitment to working towards such an accreditation once in pos.

- 'Equivalent' may include accreditation from another relevant professional body (such as PMI or Axelos) or a relevant academic qualification at degree or post graduate level. Significant evidenced experience operating and delivering at an advanced level may be considered as equivalent when accompanied by a commitment to attaining an accreditation once in post.

  • Evidence of actively managing authorising environments, making connections across functional and organisational boundaries, to build strong networks and partnerships that effectively deliver change.
  • Experience of communicating complex information clearly, presenting strategic ideas in a clear and positive way, to engage and secure buy-in from senior leaders, in both oral and written form.
  • Strong evidence of understanding the Scottish Government's Programme and Project Management Principles, and using them effectively and proportionately to drive improving performance.
  • Experience of analysing and sharing management information, and making strong connections across the wider system, to drive and enable best value across the wider public service
