Operational To engage and liaise with internal and external stakeholders, in particular support the delivery of day-to-day activities to manage system flow and escalation and ensure completion of appropriate reporting.

To liaise with the wider ICB teams to contribute operational feedback to a range of business initiatives and projects. To support the identification and sharing of best practice. To operate in a highly political and sensitive environment.


To chair daily System Flow calls, challenging partners, gaining assurance and clarifying actions as required to improve or maintain flow.


Provide operational leadership of the SCC which includes:
Relationship management. Day to day coordination of information flow, risk and patient safety through established frameworks and protocols. Ensure that system operational resilience is maintained through following frameworks and protocols.

Facilitate discussion between system partners, leading to problem solve and recovery. Escalate areas of concern at system level through following frameworks within the ICB structure. Focal point for liaison with NHS England Regional Operations Team. Focal point for liaison with EMAS Duty Command Team.

Focal point for liaison with unscheduled care services providers. Information gathering, interpretation and trend analysis leading to system operational recovery and improvement. Continued development and management of escalation processes within the ICS.

Project Management Lead the delivery of project plans as per work programme, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decision in the best interest of the project.

Identifying potential impacts in wider organisation resource requirements and building in contingency and adjustments as necessary.

Pro-actively manage stakeholders, response to and resolve conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms.

Be responsible for a high standard of work supporting the delivery of projects and programmes of work in time to quality standards and in a cost effective manner.

Maintain project initiation documents and associated action plans with regular team meetings to monitor progress and resources.

Responsible for making recommendations, providing advice and able to prepare strategic reports / briefings as required. Staff Management Directly manage the operational running of the SCC with responsibility for staff and operational leadership. Responsible for undertaking staff appraisals and personal development following all relevant HR guidelines and policies. Forge close positive working relationships to support an effective matrix approach to achieve NHS objectives.

Support, motivate and develop staff within the team to ensure that they can deliver the responsibilities of the SCC. Information Management Daily use of performance monitoring tools (e.g. SHREWD, UHL Ops, EMAS CAD) to monitor system performance, identify areas of risk and engage with system partners as required to address areas of risk in a proactive manner. Drafting reports summarising status on issues, impacts, aspiring outcomes and providing progress reports as required.


Collate as required qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to project products.

Analyse, interpret and present data to highlight issues, risks and support decision making. The above is only an outline of the tasks, responsibilities and outcomes required of the role. You will carry out any other duties as may reasonably be required by the UEC Team.
