The Employment and Skills team is seeking to recruit an experienced programme manager to co-ordinate the roll out of an expanded Employment and Youth Hub programme at four sites across the county.

Working in partnership with Exeter City Council and 3 District Councils, Shared Prosperity Funding has been secured to create a bespoke programme in each location, which meets the needs of the local population. Building on the success of the Exeter based Youth Hub, the programme delivery team will provide assessment, support, advice and guidance to both young people and adults who are seeking education, employment or training. The successful candidate will manage this team and all aspects of programme delivery.

Main responsibilities include but are not limited to:

Strategic Relationships

Relationships with District Councils, delivery partners, referral agencies, employment, education, and training providers, Job Centre Plus and other service providers. Relationships with other DCC teams supporting the client group. Relationships with the wider Youth and Inclusion team and that service provision.

Service Delivery

Line management and support for four or more direct reports and oversight of the management of five or more lower grade team members. Regular and effective monitoring of the quality of the support, advice and guidance services provided at each site and ensure the expected delivery model is consistently followed. Leadership and management of the delivery team as a whole to ensure capacity and service levels are maintained at each of the sites at all times. Ensure the provision is embedded within the wider service offers to young people and adults at each location and that the warm handover principle is consistently followed.

Project Management Leading and managing all aspects of the Employment and Youth Hub delivery programme.

Effective Stakeholder management at each delivery site including liaison with District Council representatives, premises providers, referral agencies, education and training providers, Job Centre Plus, Implementing robust monitoring, evaluation and reporting of all targets and outcomes across all delivery sites. Effective budget management and reporting to ensure the programme remains within the funding envelope available. Ensure governance arrangements are followed by setting up and managing stakeholder groups at each location, with the Youth Hub Co-ordinators, and ensure meetings are held regularly as per the delivery plan.

Implementation and Impact

The ability to negotiate commitment from stakeholders in all delivery locations. Identify and share best practice in delivery across the various sites and ensure consistency of operation. Closely monitor delivery outcomes at all sites, take remedial action where needed and suggest variations to contracted targets when appropriate.
