Job summary

This is a new and exciting role with the Trust and a fantastic opportunity to join our forward thinking People Department, highly commended by the Healthcare People Management Association (HPMA) in 2023.

The PeopleServices Manager will be responsible for leading the People Services Team whichincludes the Recruitment administration, ESR/workforce information (oraclebased HR information system) and HR Advisory team function.

The role will have a focus on leadingimprovement, change and innovation within the above services, making the bestuse of technological and digital solutions to deliver great people services.Simplifying, standardising and automating the delivery of people services acrossthe Trust.

Working as part of the People Directorate, and incollaboration with key leaders across and outside the organisation, the postholder will contribute to the delivery of our People Strategy.

Devon has been selected by NHSE to deliver the Scaling PeopleServices Vanguard for the Southwest. Scaling will move Devon towards a unifiedmodel, at a system level, which takes advantage of common processes, policies,governance and operating models to deliver a consistent employee experience acrossthe system. This role will be a key linkinto this exciting work for us.

Main duties of the job

The post holder will be responsible for the operational management of the People Services Team and work in collaboration with the wider leadership team.

Main duties of the role include:

Lead, design and deliver our People Services Functions, taking advantages of automation and advances in digital technologies.

Monitor and proactively manage the delegated budget, working within agreed budgets and ensuring we make the best use of resources.

To ensure the provision of high quality and effective transactional recruitment services.

Provide advice and guidance on complex employee relation matters and oversea the deliver of the HR advisory team.

Continually review, learn from experience and develop people systems and processes to drive improvements.

Lead people related projects and initiatives to improve the employee experience and support organisational developments.

Represent the Trust at internal, external and system professional groups and committees.

Provide expert advice and guidance on complex change management procedures.

Person Specification

Experience

Essential

Demonstrable experience of working with managers at a senior level Experience of assessing and developing HR or workforce systems Experience of advising on complex employee relation situations Experience of developing and delivering a range of training to a range of staff, preferably within a health or social care setting

Desirable

Experience of managing HR or workforce teams in either the public or private sector Experience of strategic work at a senior level Experience of leading change projects to a successful conclusion Experience of planning and completing complex projects

Knowledge

Essential

Substantial experience of working and negotiating with trade union representatives Experience of the recruitment sector with a knowledge of recruitment processes and associated legislation

Desirable

Knowledge of the NHS Workforce national agenda A sound knowledge of either local government (ideally social services) or the NHS

Qualifications

Essential

Chartered Member CIPD or other appropriate professional qualification or experience in HR or development representing significant continuous professional development experience.

Desirable

Evidence of ongoing commitment to continuing professional development.
