The DHSC Parliamentary Affairs Team has a role available as the Deputy Parliamentary Clerk. The role is the formal deputy for the Parliamentary Clerk, who leads the Parliamentary Affairs Team.

This post currently has specific responsibility for overseeing ministerial business in the House of Commons and the House of Lords.

This post is responsible for planning for and publishing Written Ministerial Statements and leads the Department's relationships with Select Committees.

This post is also undertaking a project reviewing the Department's secondary legislation programme and implementing improvements to processes, which is a key ministerial priority.


The Parliamentary Affairs Team sits within the Private Office, Intelligence and Parliamentary division, led by the Principal Private Secretary to the Secretary of State.

Our role is to support Ministers and officials to deliver the Department's objectives through intelligent, collaborative and strategic parliamentary management, insight and engagement.

This is a fast-paced role in a busy team and you will have significant exposure to Ministers and senior officials.


Job description:


You will lead on all routine ministerial business in both the House of Commons and the House of Lords, overseeing the arrangement and commissioning of briefings for all parliamentary debates.

You will support the Parliamentary Clerk on urgent questions and oral statements.

You will be the parliamentary lead for Health and Social Care oral questions in the Commons, providing high-quality advice and guidance to Ministers and officials.

You will also be responsible for advising Ministers and officials on written ministerial statements, which you will see through to publication.


You will be the first point of contact for the Department on Select Committees, leading on engagement and maintaining a strong relationship with the Committee Clerks.

You will advise on the submission of written evidence and responses to reports, ensuring correspondence is managed and answered in a timely manner, and support Ministers in their appearances before the Committees.

You will also support the Parliamentary Affairs Team more widely on primary and secondary legislation, as needed.

This includes leading a review of the Department's secondary legislation programme, examining processes, and suggesting improvements and compiling a training programme for the Department.

You will provide support to the formation and making of secondary legislation, providing advice to the Department and ensuring parliamentary processes are followed.


You will directly line manage two EO Parliamentary Officers, who arrange all ministerial briefing in the Houses of Commons and Lords which you will oversee.

You will also be responsible for ensuring that No.10 briefing requests are responded to in a timely manner with high quality information.


This post will require you to work on an early and late duty rota with the Parliamentary Clerk, and be 'on call' outside of normal working hours and on weekends to provide parliamentary advice to the Department, for which an allowance will be provided.
