An exciting opportunity to join us as a Compliance Manager.

DOHL is the public sector owning group for passenger rail, with responsibility for four train operators; We have a strong track record of delivering significantly improved train operations, customer service and performance and we have grown significantly since we successfully took responsibility for LNER in 2018.

Working closely across the business and with the Group General Counsel, the role holder will use their technical knowledge and expertise to ensure that DOHL satisfies all relevant legal and policy requirements, complies with its obligations under the Framework Agreement with the Department for Transport, and that associated risks are minimised.

Working with the compliance leads in each subsidiary TOC, they will promote compliance with legislation, regulatory requirements and the services/framework agreements, and foster a culture of best practice across the business and the wider Group.

Demonstrable experience of UK public sector legal and regulatory requirements
Strong analytical skills and the ability to interpret complex regulatory documents
Credible, role modeller and ambassador of the DOHL culture/brand
Develop and maintain comprehensive compliance policies and procedures in accordance with applicable laws and regulations
Identify potential compliance issues by conducting audits and assessments, or by reviewing audit reports, and suggest areas for improvement within DOHL and across the Group
Organise/facilitate training for DOHL (and TOCs if applicable) on compliance issues
Understand requirements in order to create back to back policies as required
Monitor DOHL's compliance with the Framework Agreement
Suggest improvements/risk mitigations
Monitor and report on the TOC's compliance landscape, including Services Agreement and Business Plan Commitment compliance:
Proactively identify compliance related effectiveness, efficiency and best practice improvement opportunities across the Group
Maintain knowledge and undertake horizon scanning of requirements related to compliance
Support DOHL's DPO to ensure compliance with GDPR, including training, monitoring and risk assessments
Monitor DOHL's compliance with its Public Sector Equality Duty and influence best practice across the Group
Support DOHL's Group General Counsel and Company Secretary with compliance related functions
Ensure effective document storage/management and general legal/compliance administrative duties as necessary.

Demonstrable experience working within a compliance environment liaising with a diverse range of internal and external stakeholders

Assimilate new and complex legislation and other information as it evolves and identify potential business risks and generate ways of responding to them, taking account of political and legal realities
Explain legal, regulatory and policy requirements at all levels to influence decision making and processes across the business
Anticipate the effects of technology, organisational, legal and regulatory changes across the business
Be methodical and diligent and demonstrate outstanding planning ability.

A minimum 2 years' experience as compliance officer/manager within the public sector, or a regulated industry.
