Introduction


The House of Lords has an in-house team to publish House of Lords documents daily on the parliamentary website ready for the following sitting day's business, as well as a variety of publications, for the use of members of the House, staff, the media and the public.


These documents are authored by various procedural offices for publication in a range of formats and include, but are not limited to, the Order Paper, House of Lords Business, bills, bill amendments and marshalled lists, the Code of Conduct, the Companion to the Standing Orders, the Members' Photobook, the Short Guide to Procedure, Membership and Roles, the Members' Handbook, newsletters and internal promotional material.

Other documents may require publication on an ad hoc basis from time to time.


The Publishing Team acts as the main point of contact for publishing queries, including technical advice on the preparation and publication of documents and content.


The Publishing Team consists of two people, who are required to work shifts covering the hours of 10am until after the House rises and the daily publications have been published on the website.

Other colleagues provide cover on the Team's rota of late shifts to ensure Publishing staff do not normally work more than two lates per week.

A late duty allowance is paid in respect of late nights worked.

The Role


The Publishing Officer will prepare and publish key House of Lords procedural publications on a daily basis to a strict schedule.


Key responsibilities of the role include:

  • Providing originating offices across the House with specialist operational support in the receipt and preparation of documents for publication; advising on production queries; resolving specific issues at short notice. Maintaining the Team's high standards of customer service at all times.
  • Maintaining accurate data in the relevant business systems, including LegislationHub, the HousePapers app and website content management system, ensuring that content published to the parliamentary website and intranet is accurate and complete.
  • Taking responsibility, with publishing colleagues, for covering the Team's core duties until late evening to ensure that publications are available online for the following day's Business

  • Experience of producing bespoke publications and content, preferably within the digital sector.
  • Experience of online publishing, with an awareness of the differences between online and print requirements.
  • IT literate with a high level of competency in Microsoft and Adobe software.
  • Experience of desktop publishing in a timecritical environment, with ability to adapt to new IT systems and software.
  • Experience of proofreading and working with house styles.
  • Understanding of website design, brand identity and accessibility, and familiarity with content management systems.

Customer Service

  • Able to manage expectations and relationships, confident in offering opinions and influencing colleagues and stakeholders to achieve the highest standards.
  • Able to find workable solutions to emerging problems and make sound recommendations for improvements to work processes and IT systems used.
