RIS’s core purpose is to enable HMRC to understand and manage the risks to the tax system. Within RIS, the role of the Insight & Analysis function is to exploit the data and intelligence gathered to provide comprehensive, high-quality Compliance risk and insight products for our partners internally and across government. 

The role holder will lead the RIS Insight & Analysis function to provide the definitive view of, and insight into, Compliance risk and threats to inform decision making at levels across HMRC, enabling the design of impactful strategies and treatments to those risks and threats.  

Job description

Responsible for providing the analytical insight and risk assessments that will drive HMRC and CCG priorities, planning and decision making. Specifically:  

  • Strategic Insight: The role holder will be responsible for the delivery of HMRC’s key analytical insight products. These products inform strategic decision-making and business priorities across HMRC,
  • Enabling Risk Treatment Design: Providing granular compliance risk insight and data to strategy, policy, and operational colleagues across HMRC, to inform compliance risk treatment design to effectively manage key risks upstream and downstream. 
  • Risking Services: Maintaining HMRC’s key risking services, which underpin the whole HMRC Compliance Programme, ensuring they remain fit for purpose, including  Connect, Minerva, and Bulk Data Exploitation Capability (BDEC).   
  • Capability building: Developing the analytical capability required to exploit the data, technology and AI opportunities to drive better compliance outcomes and efficiencies across HMRC. 
Person specification
  • Senior experience of working in a Compliance environment 
  • Influencing and working collaboratively with a wide range of senior stakeholders at an enterprise level 
  • Delivering a high-quality data and analytical service, and a multi-faceted business  
  • Demonstrable experience of building and improving data and information capabilities  
  • Leading across multiple locations and professions, and through transformational change and ambiguity
  • No specific requirement for a specialist level of knowledge. However, experience of working at a senior level involving data exploitation, analytical assessment or intelligence within a compliance environment is required.
